What does a Panel Chair do at Hillingdon?

We are proud to announce that Hillingdon’s Children's Services have recently received an Outstanding rating from OFSTED, a testament to our unwavering commitment to providing exceptional care and support for children and families. We are seeking a dedicated and experienced individual to join us as the Panel Chair for the LBH Fostering Panel. This pivotal role involves leading the panel in making informed decisions regarding foster care placements, ensuring the best outcomes for children and young people in our care. As Panel Chair, you will be instrumental in guiding discussions, providing insight, and upholding the highest standards of practice within the panel.

**Key Responsibilities**

To oversee the review and recommendation process for fostering cases, ensuring all decisions are made in the best interests of children and young people.

To read the Panel paperwork submitted for each agenda item and prepare questions for applicants to support a recommendation.

To ensure the smooth running of a Panel Day, adhering to Panel process and procedure and ensuring good timekeeping.

To provide leadership and direction to panel members, promoting an environment of open and respectful dialogue.

To work collaboratively with the Panel Advisor, the Fostering Services Assistant Director, The Agency Decision Maker, Social Work professionals, fostering teams, and other stakeholders.

To ensure compliance with relevant legislation, policies, and procedures related to fostering and child welfare.

To Chair a minimum of one Panel a month either face-to-face in Hillingdon or virtually.

To support safe recruitment of Panel Member applicants, partaking in shortlisting and interviewing.

To facilitate Panel Member annual appraisals.

To provide post-Panel feedback to the Fostering Service in relation to practice and performance, and to escalate issues of concern.

To attend and participate in a minimum of three Panel Business meetings a year, contributing to the agenda.

To complete an annual Panel report in collaboration with the Panel Advisor and Agency Decision Maker.

About you

**A Panel Chair will need to**:
Have the authority and competence chair and facilitate panel meetings, ensuring they are conducted effectively and efficiently.

Have the ability to chair a complex meeting where a wide variety of views may be expressed.

To lead a meeting with diplomacy authority.

Have the ability to identify key issues, problems and solutions.

To carry out a gatekeeping role alongside the Panel Advisor in relation to papers coming to Panel.

To encourage all members to contribute to the panel’s recommendations, and ensure that where panel members have serious reservations, these are recorded in the minutes of the Panel’s meeting and are also attached to the Panel’s recommendations.

To be clear about the Panel’s recommendations and the reasons for making them

Sensitive regard to a fair and transparent process for foster care’s whilst ensuring the welfare of the child is paramount.

To ensure the recordings of a panel meeting are accurate.

**Professional Experience**

Have a minimum of three years’ experience on a Fostering Panel.

Have a sound understanding of the Fostering process, and a strong understanding of the legislative and regulatory framework governing fostering and child protection.

Have excellent interpersonal, oral and written
