As a Marine Support Officer, you will support the Harbour Master (HM) and the Assistant Harbour Masters (AHM) in facilitating the safe and efficient utilisation of the Haven by all users, as required by the Milford Haven Conservancy Act 1983 and MHPA Act 2002. In particular to provide Marine expertise and guidance to the Port of Pembroke team as well as assist with other Marine Works across the Haven.

**PRINCIPAL RESPONSIBILITIES**
- To provide Marine Guidance and Assurance on vessel movements to the Port of Pembroke and Milford Docks, liaising with VTS and Duty HM as required.
- To provide Risk Management Administration and PMSC compliance concerning Port of Pembroke
- To Support the AHM (P) with Emergency Resilience and Planning, and AHM (VTS) in overview of pollution equipment, especially that in storage.
- To work with the AHM (L) to maintain safe and compliant pilot boat and jetty operations and workspaces.
- To work with the AHM (L) to monitor, coordinate and maintain Pilot Launch crew training records and competencies at the appropriate level for the individual roles onboard and assist with the development of training competency matrices and material and onboarding of new launch crew staff.
- Undertake cover for VTS staff when short term volunteer cover by other VTS staff or off watch reliefs is not available.
- To act as an Operator in the Navigation and VTS Simulator Suite when required.
- To identify and implement opportunities to improve engagement scores through the annual employee engagement survey.
- Support marine incident investigations as required by the Duty Harbour Master by collecting and collating information and production of incident reports.
- Other duties of a similar nature as required.

**PERSON SPECIFICATION**

**Essential**:

- STCW Certificate of Competency (Deck) or comparable maritime experience.
- Computer literate in MS Office and databases.
- Self-motivated, capable of devising, planning, prioritising, and completing projects on time.
- Good communicator with excellent interpersonal and people skills at a range of levels from Senior Management to customers, suppliers, and staff.
- Flexible to working patterns/shifts at short notice.
- Full current manual driving licence.

**Desirable**:

- Served in a command position at sea (STCW Master 500gt or higher).
- Harbourmaster’s Diploma or similar academic qualification.
- Experienced in marine risk management processes.
- Report writing skills.
- Innovative and forward thinking.
- Tug, Ro-Ro or Tanker experience.
- Experience with working with Pilot Boats or Small Commercial Vessels.
- Experience working with Navigation Bridge Simulators.
