**Working Pattern**:Flexible working, **part time** (22.2 hours per week), office based

**General Description**

Southern Inshore Fisheries and Conservation Authority (IFCA) manage sustainable inshore fisheries out to six nautical miles. The diverse commercial and recreational fisheries within the district play a vital role in supporting the coastal communities along our coast. The district also hosts a network of nationally and internationally important Marine Protected Areas.

Working in the Business Service Team you will ensure that Southern IFCA manages its finances effectively and efficiently in accordance with appropriate financial policies and procedures, which will contribute to the teams’ delivery of sustainable fisheries management within the coastal waters of Hampshire, Dorset, and the Isle of Wight.

You will develop and maintain good working relationships with individuals and organisations connected to the Authority’s financial management needs, to include the Authority’s appointed accountancy support and external auditor providers, Local Authority pension services and other partner organisations.

You will be a good team player with excellent organisational and communication skills ensuring delivery of function in a professional manner.

**Key Duties and Responsibilities**

**1. Financial Management**
a) To manage and process the Authority’s day-to-day finances, to include:

- Invoices, expenses, payments and banking
- Employee payroll (PAYE)
- Administration of pensions in accordance with Hampshire County Council pension provider.
- Payment of VAT by the Authority and submitting recoverable VAT claims to the HMRC

b) To manage the financial aspects of the estate, to include provision of utilities, communications (phone and IT) and other contracts.

c) To maintain oversight of purchasing, working with colleagues to ensure best value when procuring supplies and services.

d) To provide a monthly Profit and Loss Statement/Balance Sheet

e) To provide a Quarterly Budget Control Statement to the Authority for presentation at Sub-Committee level.

f) To facilitate external financial auditors during end of year processes

g) To work with the Chief Executive Officer to support and advise on annual budget setting

h) To ensure that appropriate insurance is in place in respect of the Authority’s operations

**4. General duties**
a) Provide support and cover for the wider Business Services Team as required

b) Support the role of Chief Executive Officer in the provision and development of an effective and efficient financial service by the Authority.

d) Undertake any other tasks commensurate with the grading of the post

e) Identify and undertake available training opportunities, with a commitment to continuous development.

f) To positively promote Southern IFCA and its values, ensuring equality and diversity is advocated in the workplace.

**Role Requirements: Essential Criteria**

**Education**:

- 5 GCSEs (A* to C) to include English and Maths or equivalent qualification

**Professional Qualifications**:

- Association Accounting Technician (AAT) Qualification Level 3 or above (or equivalent qualification)

**Professional Experience**:

- As a Bookkeeper
- Managing budgets
- As a Payroll administrator
- Administration of pensions

**Knowledge of Software Packages**:

- Experience with operation and administration of PAYE (via Iris Systems or similar payroll software)
- Experience with TAS, SAGE, Xero or similar accounting software.
