**Job summary**:
Join the Emergency Services Mobile Communications Programme (ESMCP) where the Home Office is leading a cross-government programme to deliver the new Emergency Services Network (ESN) critical communications system. This will replace the current Airwave service used by the emergency services in Great Britain (England, Wales and Scotland) and transform how they operate.

This is an exciting opportunity to join the People and Resourcing (P&R) team in ESMCP. We’re a dedicated group of professionals driven to providing a service to the ESMCP programme in resourcing, workforce planning and capability development.

As the Talent, Capability and Skills Lead, you’ll collaborate with professionals across the programme and government to ensure the ESMCP programme maintains a culture of continuous learning and growth so that its people are able to develop to their full potential.

**Job description**:
Your main day to day responsibilities will be:
Working with Head and Deputy Head of Workforce Planning, Resourcing and Skills, Resourcing Manager and Workforce Planning to ensure the programme has a joined up and cohesive approach to people management, development and capability.

Helping to improve organisational capability through the talent management process and driving the use of appropriate learning methods within ESMCP.

Collaborating across ESMCP and the wider Home Office to ensure the programme is making best use of talent development programmes.

Working across ESMCP to ensure that learning and development tools/practices, policies, products, and programmes are widely understood, well accessed and meet the requirements of the programme,

Maintaining relationships and alignment with Project and Programme Delivery (PPD) and Digital, Data and Technology (DDaT) professions.

This role will in due course involve line management of a Higher Executive Officer (HEO) Skills and Capability Support Officer, providing timely feedback, leadership and help in developing their capability and career.

There may be need for travel to or from Bristol and London, but overnight stays will be very unusual. The costs of any travel associated with this role will be met by the business area.

**Person specification**:
You will also be expected to carry out the following day-to-day activities:

- Provide individuals and people managers with consultancy on talent, learning and capability.
- Propose effective L&D interventions such as workshops, courses or coaching programmes to address specific skill or knowledge requirements.
- Maintain a skills database, capability map and training needs analysis.
- Along with a Higher Executive Officer (HEO) support that you will line manage, provide consultancy and support to all relevant people-related forums such as People groups, Civil Servants meetings and People Managers Forums.
- Have oversight and management of the programme’s talent management process, providing advice and guidance where needed. Oversee the implementation and evaluation of a relevant and appropriate talent offer for staff.
- Maintain ownership of an effective staff induction and new starter processes across both London and Bristol sites, and online via e-learning.
- Provide oversight and quality assurance of performance and people management processes and reporting of relevant data appropriately, identifying any inconsistencies or unfairness of approach, highlighting risks/issues and proposing mitigating action/recommendations.
- Stay informed about industry trends, good practice and emerging technologies related to learning and development.

**Essential criteria**:

- Experience leading on capability, talent and/or learning and development strategy and having an evidenced positive impact.
- Proven stakeholder management skills including the ability to make strong connections with a range of stakeholders.
- Strong communication skills including via written, oral, and visual resources, and the ability to adapt your style and approach to audience needs.
- A self-starter with the ability to prioritise and be confident working with ambiguity.
- Confidence and experience in interpreting, analysing, and presenting data.
- Proficient in using Microsoft Excel and PowerPoint.
