**Job Summary**:Provide a comprehensive specialist welfare benefits casework service to clients and to support generalist advisers delivering welfare benefits advice, For example:

- Your overriding priority is to assist clients with their benefits disputes. For example, Representing clients in Mandatory Reconsiderations and First Tier Tribunals.
- Negotiate with third Parties as appropriate.
- Ensure income maximisation through the take up of appropriate benefits.
- Make home/outreach visits as necessary.
- Ensure that all work conforms to the organisations systems and procedures.
- Working closely with the Project Lead to develop an impartial high-quality Benefits casework service and deliver or work towards:

- Delivery of Representation in person for welfare benefit disputes up to First Tier Tribunal stage.

**Key Duties and Responsibilities**:
**Casework**:

- Act for the client where necessary by calculating, negotiating, drafting, or writing letters and telephoning.
- Prepare and present cases to the appropriate statutory bodies and tribunals.
- Assist clients with their related problems where they are an integral part of their case and refer to other advisers or specialist agencies as appropriate.
- Provide advice and assistance to other teams and advisers across the whole range of welfare benefits issues.
- Ensure that all casework conforms with Citizens Advice Portsmouth’s office manual and the NAQAA advice standard ad/or the specialist quality mark standards.
- Maintain case records for the purpose of continuity of casework, information retrieval, statistical monitoring, and report preparation.

**Research and Campaigns**:

- Assist with research and campaigns work by identifying and providing information about clients’ circumstances via evidence forms.
- Attend relevant internal and external meetings as agreed with the line manager.
- Prepare to attend supervision session and team meeting as appropriate.
- Monitor service provision to ensure that it reaches the widest possible client group.
- Update management to local and national issues.

**Administration**:

- Use IT for statistical recording, record keeping and document production.
- Attend internal and external meetings as agreed with your line manager.
- Maintain a library of references material and case law.
- Liaise with statutory and non-statutory and present the services on outside bodies as appropriate.
- Undertake independent file reviews and support peer reviews and maintain quality standards.

**Personal Responsibilities**:
Taking responsibility for your own learning, and develop the necessary skills with the support of a supervisor, including:

- completion of our training programme
- Keep up to date with policies and procedures relevant to Citizens Advice Portsmouth
- researching as necessary
- taking onboard constructive feedback
- working within Citizens Advice Quality Standards
- Look at future development of your skills and knowledge.
- Assist with service initiatives for the improvement of services.

**General Requirements**:

- Ability to work as part of a team.
- Work well under pressure.
- Working knowledge and experience of welfare benefits, giving advice, and looking for opportunities to develop the service.
- Working with other departments in Citizens Advice Portsmouth to collaboratively provide clients with the best solutions.
- Liaise with statutory and non-statutory organisations and represent the service outside bodies as appropriate.
- Carry out any other tasks that may be within the scope of the post to ensure the effective delivery and development of the service.

**Salary**: £14.00-£15.50 per hour
