Who are the DSA and what do they do?

The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health, Safety and Environmental Protection, operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance, directly to the SofS, that the law is complied with and the policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted. This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports Defence’s operational imperatives. The DSA hosts Defence safety regulators across all operating environments, the Defence Accident Investigation Branch (DAIB) and a Headquarters into a single independent organisation led by a 3* military officer.

The Defence Themed Assurance Branch (DTAB) team within the DSA is a newly established branch that will provide assurance of health and safety compliance across all Defence Organisations. The DTAB team will conduct an assurance programme of activity across routine, directed and reactive themes using a risk-based approach to audit. The DTAB will be directed by the Defence Safety and Environmental Committee (DSEC) after identification of high-level risks and gaps in assurance, they will react to any emerging risks and where possible conduct routine activity against the themes based on Joint Service Publication (JSP) 375: Management of Health and Safety in Defence.

As Team Leader for the newly formed Defence Themed Assurance Branch this role offers a unique opportunity to play a pivotal role in shaping and influencing assurance in order to protect Defence personnel and operational capability.

This position is advertised at 37 hours per week.

**Job description**:
Reporting to the 2* Deputy Director DSA key responsibilities will include:

- Leading and developing the themed assurance programme. This will involve focusing on themes from JSP 375 and identifying key risks across the portfolio of statutory and policy safety topics.
- Engaging and communicating with senior leaders, working with DSA Regulators and other H&S stakeholders to influence and build trust.
- Delivering findings and recommendations to senior Defence personnel that will allow opportunities to challenge poor processes and practice and drive continuous improvements.
- Managing the financial programme line in support of the themed assurance activity and project manage the dedicated contractual support to DTAB team.
- Lead a small but growing team comprising of 1 x Grade 7 and 2-4 x SEO.

**Person specification**:
Commercial awareness is desirable. Completion of commercial training through the Government Commercial College is mandatory and can be completed on joining.
