The Infrastructure and Projects Authority (IPA) is part of the Cabinet Office, reporting to the Chancellor and Minister for the Cabinet Office. IPA is the centre for excellence in the delivery of major projects and programmes for the government. It works across Departments and with industry to establish world class delivery capability in the UK, enabling projects to be delivered efficiently and effectively, and to improve performance over time. IPA engages with the projects, people and processes that together create the right environment for successful delivery.

**Team**

This role is in the Commercial Adviser Team, which comprises of 15 people who have deep experience in project delivery generally and often an additional sector specialisation. The team contributes to the overall work of the IPA in four service areas:

- Commercial Advice to Departments to strengthen the intelligent client capability.
- Providing Ministers with a commercial and delivery perspective on policy creation.
- Advice to HM Treasury, Cabinet Office and No.10 to support investment decisions.
- Engaging with industry and promoting understanding between public and private sectors.

The projects and programmes on which the team is engaged include; High Speed Rail, Lower Thames Crossing and A303 road schemes, Broadband roll out, Housing supply programmes and building safety, Future of Farming & Countryside, Single Trade Window, Social Care, Carbon Capture and storage, new nuclear development and Defence capability. The team provides expert advice and support across all government major projects in the infrastructure, public service, defence and digital sectors.

**Job description**:
The post-holder will be engaged in providing expert advice to enable the set up and delivery of projects and programmes across government. There will be a focus on projects that are in the Government's Major Projects Portfolio, plus the setup of projects that meet critical government priorities. They may be required to provide their expertise in any sector within government but will also provide focus and specialist advice in design, delivery and closeout of transformation programmes.

**Key Accountabilities**
- Providing high quality expert advice to support effective delivery of UK critical projects and programmes in the transformation space.
- Engagement and guidance at the most senior levels of government, providing cutting edge insight and advice on behalf of IPA.
- Establishing priorities and delivering agreed outputs collaboratively with IPA colleagues and other parts of government.
- Working alongside departments, their Agencies and HMT/Cabinet Office Colleagues in the delivery of project outcomes.
- Managing and developing strong relationships with senior stakeholders in public and private sectors.
- Adding value to professional networks at the heart of government including Cabinet Office, HM Treasury, Government, Chief Digital and Data Office and the Government Commercial Function.
- Engage with a wide range of stakeholders (including Departments, contractors, interest groups, financiers, investors and local government) to facilitate understanding and resolution of issues to expedite the effective delivery of projects.
- Manage the outputs from consultants and external advisers where these are appointed by the government.

**Qualifications**
- Degree level qualification or equivalent experience is required.
- Membership of a recognised profession (e.g. law, engineering, projects, property, accountancy) is desirable but not essential.
- People willing to work towards such qualifications (e.g. through apprenticeship) will be considered, provided they meet the experience and expertise requirements.

- Commercially and Financially astute person with substantial commercial experience in relevant sectors gained through lead advisory and/or principal roles, for example via consultancy, development company, investor or public sector principal organisation.
- Direct experience of successfully delivering major transformational change either as a consultant, head of a project function or executive responsibility within an organisation.
