**Job summary**:
Part of the Defence Safety Authority (DSA), the MAA is the organisation responsible for the regulation, surveillance, inspection and assurance of the Defence Air operating and technical domains. It ensures the safe design, maintenance, and use of military Air Systems.

As the single regulatory Authority responsible for regulating all aspects of Air Safety across Defence, the MAA has full oversight of all Defence aviation activity. Through independent audit and continuous surveillance of military aviation, the MAA aims to provide the Secretary of State for Defence (SoS), via Director General DSA, the necessary assurance that appropriate standards of Air Safety are maintained in delivering operational capability.

The Deputy Head position is responsible for the leadership and management of the International Engagement & Recognition (IE&R) Division within the Military Aviation Authority (MAA) and to be the focal point for International Engagement activity with other regulatory bodies (civil and military), and lead on Airworthiness-related Recognition of other military regulators.

This is a very high profile and challenging position within the MAA. Sitting within the MAA Executive as the senior Civil Servant, the high visibility nature of the role offers an excellent opportunity to contribute to MAA decision-making whilst gaining broader international military aviation experience. Some International travel is required as part of the role, this can be discussed in advance and at interview.

**Job description**:
The IE&R Division is a key enabler within the MAA and is the MAA’s main focal point for International Engagement activity with other military Airworthiness/Aviation regulators and other regulatory bodies (such as the UK Civil Aviation Authority (CAA), the European Union Aviation Safety Agency (EASA), and the Federal Aviation Administration (FAA)). The IE&R Division also engages with the military aviation-related aspects of the North Atlantic Treaty Organisation (NATO) and the Five Eyes Air Force Interoperability Council (AFIC).

As the senior Civil Servant within the MAA, the post holder attends the Executive level meetings and is the focal point for all Civil Servants within the MAA.

The IE&R Deputy Head position has line management responsibility for 2 IE&R staff and for the Design Approved Organisation Scheme Branch of 11 staff. Key functional responsibilities of the post include:

- Act as the MAA focal point for International Engagement activity with other nation's MAAs.
- Act as the MAA lead and authorised signatory for the Design Approved Organisation Scheme (Military Regulatory Publications Part 21 Sub Part J).
- Maintain the MAA Recognition Strategy, ensuring coherence with the wider MAA Engagement Strategy and leading the evolution of the Military Manual of Airworthiness Recognition.
- Co-ordinate the review of MAA responses to the Military Authorities Recognition Question set (MARQ), and the MAA review of other National MAA MARQ responses, in accordance with the relevant MAA Standard Operating Procedures.
- Act as the MAA focal point for hosting and leading on MAA Recognition activity and visits.
- Liaise with appropriate MAA planning and governance meetings, to maintain the appropriate scope and priorities of MAA IE&R activity.
- Liaise with MAA stakeholders, in particular Defence Equipment & Support Delivery Teams, to improve understanding of the potential benefits that could be enabled through MAA Recognition and to support the realisation of such benefits..
- Support and advise on the realisation of Recognition benefits to enable the effective and efficient delivery of collaborative international aviation procurement programmes, a key component of which is expected to be support to the Global Combat Air Programme (GCAP).
- Contribute to the NATO Airworthiness Advisory Group and Five Eyes Air Force Interoperability Council Airworthiness Working Group, supporting the realisation of the priorities, the respective Recognition processes and delivery of Interoperability initiatives.
- Define and manage the requirements for training and experience of MAA personnel involved in Recognition activities.
- Manage the IE&R Division military and civilian staff, including recruiting, reporting, development and succession planning.
