The Centre for Disaster Protection works to prevent disasters devastating lives, by helping people, countries, and organisations change how they plan and pay for disasters. We focus on disaster risk financing to help ensure that money and plans are in place before a disaster strikes, so that the poorest and most vulnerable people are better protected. - **Delivering excellent client outcomes and promoting lasting disaster risk finance expertise.** We provide clients with impartial and evidence-based advice, quality assurance and training that meets their needs and drives more effective disaster risk finance.
- **Quality evidence and learning.** We work to strengthen the evidence base for prearranged financing and document and share what shows the greatest potential to achieve system change.
- **Impactful communications and global policy engagement.** We seek to engage and influence through evidence-led policy and inclusive policy dialogue that bridges both ‘local to global’ and the humanitarian development climate nexus, targeting the bottlenecks key to effect transformative change of the international crisis financing architecture.

Additionally, we are focused on building effective systems and processes for people and operations that support the Centre to rapidly, yet strategically, scale and grow in a way that supports our people to do their best work through safe challenge, promoting and integrating diversity, equity and inclusion.

Background

The research will inform a parallel track of policy influencing and engagement which seeks to drive system-level change among international crisis financing and response actors, crisis-affected governments and development partners.

Objectives

Th purpose of the package of research the Centre has commissioned is to provide a robust evidence base to inform a linked policy influencing and engagement track, which seeks to drive system-level change among international crisis financing and response actors, crisis-affected governments and development partners.

This policy influencing and engagement track will also link closely to the Centre’s flagship report The State of Pre-Arranged Financing for Disasters 2023 and its associated community of practice which is expected to receive requests from donors and humanitarian organisations looking to track their spending on AA against self-assigned spending targets.

Across the package, the Centre will convene a light touch group of ‘friends’ to the research and policy engagement track who will help to shape the research questions and approach, but who will also advise on engagement opportunities and approaches and create connections through their networks.

The role of the consultant spans each of these elements of the project and includes:

- Providing practical oversight of the commissioned research, including providing guidance and making connections and sharing insights across the commissioned pieces, and providing quality assurance of research outputs in line with the Centre’s quality standards, including peer review within a Centre-led peer review process.
- Providing inputs to the shaping of policy-focussed recommendations emerging from the commissioned studies.
- Leading the compilation of inputs and co-authoring a synthesis report.
- Ensuring regular and efficient communication and coordination of inputs with the advisory group to the project.
- Providing strategic advice in cultivating and engaging networks and opportunities for the policy influencing and engagement track.
- Coordinate and facilitate the effective delivery of a policy roundtable, convening key stakeholders.
- Mapping the stakeholder and global policy landscape and developing a roadmap of relevant policy engagements.

Required skills and experience

The Centre is seeking an individual consultant to shape, conduct and deliver a package of research with an expected level of around 30 days. The consultant should have over 10 years of experience and have sufficient relevant experience as indicated below to deliver the research.

The consultant should demonstrate relevant sectoral and thematic expertise in anticipatory action, crisis financing, disaster risk financing, disaster risk management and response, and with strong networks with key international actors, including donors, already engaged in anticipatory action.

The consultant should have a proven track record of managing and authoring high quality impactful policy studies.

Deliverables and timeline
- The project is expected to commence in December 2023 and end in July 2024. It is expected that
