**Job description**:
**Role**

You will play an essential role in delivering our strategic People Plan and will be a critical player in achieving our People & Culture Strategy ambitions.

You will be supported in your role by an ER Advisor who will be a direct report. Therefore, you will be passionate about the value an expert function can add, and coach, develop and support your ER Advisor. You will work in collaboration with a wider People Team, to deliver a seamless, value-add service to the organisation.

**Responsibilities**

You will:

- Lead and develop an effective and progressive ER Team that strives for continuous improvement and high performance
- Lead the effective delivery of ER advice, case management support and complex case management ensuring consistency of approach across the whole of TPR
- Review and refresh, through a continuous improvement lens, and in alignment with the People & Culture Strategy outcomes, ER frameworks, processes, practices, and SLA’s
- Ensure that all ER frameworks, policies, practices, and guidance complies with UK employment legislation and is delivered through the P&C lens
- Use data and MI, delivered from the Case Management tracking system to measure, track, and evaluate the effectiveness of the People Plan and interventions, and to inform the upskilling agenda
- Partner effectively with the Union and Networks to drive a positive and progressive employee relations agenda and outcomes; establish a regular and meaningful dialogue
- Ensure the maintenance and management of HR records is in line with current guidance and ensure that data usage and management is fully compliant with GDPR requirements and all internal TPR risk, assurance, and audit guidelines
- Scope, assess, and manage relevant service contracts
- Work in partnership and collegiately across the whole People Directorate to drive credibility with the business and deliver an excellent customer experience to all TPR people
- Take personal accountability in my work, actions, and decisions to consider and evidence, your duty as an HR professional under the Public Sector Equality Duty, and to demonstrate the action you take to reduce inequalities in the workplace

**Responsibilities**:
**Essential criteria**
- CIPD level 5 or equivalent
- A proven track record and experience of working as an ER Specialist and delivering tangible and measurable outcomes in this area
- Experience and confidence in managing a variety of stakeholders at all levels, through all areas of the employee lifecycle
- Evidence of influencing People Plans and driving good people outcomes
- Experience of working at a tactical and operational level within a HR function, and delivering to the wider organisation

**Person specification**
- A proven and demonstrable track record of establishing / delivering an organisational ER agenda
- Proven experience of building and establishing strong partnering relationships at all levels of the organisation, up to and including ExCo level
- The ability to manage own workload, prioritise and make decisions
- A transformative mindset with a passion for driving value and change
- The ability to work at a strategic, tactical and operational level, and through the lens of the chosen strategy; the ability to work at a detailed level whilst keep
