We are recruiting for a B3 Finance Leads to work across the Programme Finance team to take a lead on a broad range of work across the Planning, Month End and Governance areas as the team restructures to meet the evolving demands of the Social Security Programme. You will be required to liaise with a senior stakeholders, support a range of governance boards, produce formal management information, reports & briefings including recommendations and lead and support other finance colleagues to ensure delivery of the team’s objectives.

The Scotland Act 2016 devolves responsibility for a number of social security benefits to Scottish Ministers, as well as the power to top up benefits and create new benefits. The benefits to be devolved amount to some £2.9bn expenditure per year in Scotland and required the creation of a new Agency, Social Security Scotland, to deliver these benefits to citizens.

The Social Security Programme Directorate has been established to take forward the Scotland Act powers on devolved benefits. This vacancy is in the Social Security Programme Management & Delivery Division of the Directorate. Programme Finance sits within the Programme Management & Delivery division within the Social Security Programme, working alongside Policy, Analysis, technology and change management experts to ensure that the Social Security Programme achieves value for money, continues to be affordable, and achieves its planned outcomes. This is a large and growing business area: there are over 800 people in the Programme currently and this will continue to grow over the next year.

Programme Finance covers four key areas:

- Financial planning - supporting future years planning and the overarching business case for Social Security
- Financial planning - supporting the key business cases underpinning the programme
- Management accounts and monthly reporting
- Financial accounting, controls and governance

**Job description**:

- Lead on the month end process including alignment of forecast, actuals and budgets, key messages behind them and understanding their impact on Planning and Governance.
- Responsibility for overseeing the financial position of a number of budget holder, understanding their cost drivers and future year planning and able to provide regular briefings and updates to other finance and non-finance professionals.
- Responsibility of overseeing the creation, maintenance and updating complex forecasting and planning models and being able to use and analyse a range of data from different sources.
- Act as a “critical friend” to the Social Security Programme, assisting Budget Holders and Finance Leads on day to day financial issues.
- Manage relations with a range of stakeholders internal and external to the Programme including Social Security Scotland, Central Finance, Finance Business Partners, PMO, Resourcing and Supplier Management Assurance.
- Lead on providing finance advice on governance to stakeholders, involvement in the Quality Review of Programme Artefacts and providing briefings in preparation for Boards and Artefact sign off.
- Lead, support and line management finance colleagues to ensure delivery of the team priorities.

**Person specification**:

- Hold a CCAB financial qualification or be in the final stages of qualification with a range of experience in use of financial systems and tools, including excel, to analyse & interpret financial information for presentation to finance and non-finance stakeholders.
- Credible with staff, creating conditions to build confident effective teams that empower, value, develop and motivate people.
- Well-developed interpersonal skills, confident communicator with refined written communication skills and excellent attention to detail. Proven experience of stakeholder management across diverse teams.
- Excellent numerical and analytical skills. Track record of being able to interrogate complex analytical and management information to draw out key messages and findings to support decision making.
