Overview:
The HR policy and Public / Delivery Body support team sits within the Employee Experience Community of Expertise in Scottish Government (SG) People Directorate.

Our team develops and maintains HR policy for SG and its customers and advises managers and staff across SG and our public bodies in matters relating to specific HR policies and staff wellbeing.

We engage with key stakeholders (including core Scottish Government teams, public bodies and public inquiries) by providing HR policy advice on matters relating to the set up and operation of public bodies / inquiries.

We also advise public body sponsor teams on employment matters to ensure alignment with SG approaches including advice and scrutiny of severance (voluntary exit and settlement) business cases working closely with colleagues across SG.

There are 7 staff in our team supporting business areas across the SG and public bodies / inquiries, 1 Head of HR Policy supported by 1 Deputy Head of HR Policy, 1 Deputy Head of HR Delivery and Public Body Support, 2 HR Policy Managers and 2 Policy Officers. This role reports into the Deputy Head of HR Delivery and Public Body Support.

This role offers an excellent opportunity to directly advise senior leaders on matters of complex HR policy, build relationships across the HR profession, with public bodies, SG policy teams and with trade unions. We are a small and friendly team and can promise a varied and interesting environment and support for your professional development.

Please note this role is a fixed term appointment for 12 months.

**Responsibilities**:

- Providing accurate, timely and high-quality advice and support to delivery body HR Leads, sponsor teams and public bodies (where appropriate) on a range of HR policy matters including, general queries on and content maintenance of employee experience HR policy (attendance management, grievance, conduct and discipline, performance / probation and wellbeing) and propriety policy (gifts and hospitality, outside interests, political activities, civil service code and business appointments).
- Scrutinising severance (voluntary exit and settlement) cases and providing advice on business cases to sponsor teams and public body HR Leads and preparing an annual Settlement Agreement Report for the Scottish Parliament.
- Preparing First Minister’s Question notes, provide replies to Ministerial correspondence, Parliamentary Questions, Freedom of Information requests, and reactive media enquiries to prescribed timescales.
- Supporting the delivery of meetings with internal stakeholders.
- Supporting the development of HR policy area through benchmarking, research and learning.
- Contributing to the wider work of our team and the People Advice Division including on information management and associated governance.
- Developing and maintaining positive working relationships with key stakeholders, colleagues within People Directorate, and across SG including public bodies support unit and severance policy team.

Essential Criteria & Qualifications:
CIPD qualification or willingness to work towards this and relevant experience working in an HR environment, preferably in an HR policy, case management or HRBP role.

**Essential Criteria**

1. Excellent organisational skills with the ability to prioritise challenging workloads and find efficient ways of managing HR work.

2. Excellent written and verbal communication skills with the ability to work collaboratively, communicating and presenting ideas and HR information to colleagues and external partners a clear and positive way.

3. Well-developed competency and confidence in the use of IT packages and presentational software including Microsoft Word, Excel, Outlook, PowerPoint, Teams and OneDrive.

4. Good analytical and problem-solving skills with the ability to organise and collate HR information from a variety of sources to support decision making and the development of HR policy.

**Location**

The role will be based in Saughton House, Edinburgh. Hybrid working arrangements continue but attendance at the office is expected a minimum of one day per week.
