Herefordshire Council is looking to develop its management team within a focussed, delivery driven and friendly parking services team. The new posts have arisen following a comprehensive review and restructure of the service, and will be essential in helping to shape, support and deliver the transformation and beyond.
We are seeking three motivated individuals to lead areas in parking services teams that handle all aspects of on and off street parking enforcement, notice processing, car park operations, permits and cash collection. The three Principal Officers will all report to the Parking Services Manager within the Environment, Highways and Waste team.
The aim of parking management is to improve accessibility for all, promote the County’s economic ambitions, encourage more sustainable ways to travel and ensure compliance of road traffic restrictions for a safer well-managed network. These roles play an important part in delivering this through enforcement, public engagement and policy compliance, as well as revenue protection which is important to ensure essential Council services can be provided.
The three posts are:
- **Principal Parking Enforcement Officer (Lead and City) (pay scale 09HC)** - one of two Principal Enforcement Officers that will directly line manage our Civil Enforcement Officers and Shift Leaders. Responsible for all of the operational issues affecting Hereford City, and the service lead for statutory reporting to other public bodies.
**Principal Parking Enforcement Officer (County) (pay scale 08HC)** - one of two Principal Enforcement Officers that will directly line manage our Civil Enforcement Officers and Shift Leaders. Responsible for all of the operational issues affecting county Market Towns.
**Principal Recovery Officer (pay scale 08HC)** - Responsible for all of the income recovery and support operations in the service such as appeals, notice processing and debt recovery, permits and cash collection.
The ability to travel independently around the county is essential. The posts are currently based in Hereford but are flexible, meaning a mix of office, home and site working as appropriate to the needs of the role, with at least 2 days a week in the office.
