This is an exciting opportunity to join the newly formed Primary and Community Services Academy in Hywel Dda University Health Board.

The Multi Professional Primary and Community Care Education & Training Lead posts (7 posts across Wales, 1 per Health Board) will support the introduction of a comprehensive multi professional education and training framework for primary and community care in Wales.

The role will support both HEIW and local Health Boards in transforming through designing, embedding and delivering new approaches to multi professional training and education across HEIW and their Health Board. The role will ensure the delivery of high-quality training programmes that meet regulatory requirements and guidance produced by other bodies (for example, Royal Colleges).

The post holder will have a leading role locally in supporting Health Boards to provide high quality education and training working with a complex and diverse range of stakeholders including Professional Collaboratives, Clusters, primary care providers, other agencies and training providers as well as a broader role that encompasses dedicated sessional input within HEIW. They will also play a key role as part of a broader network of Academy Clinical Leads on a national level across Wales.

This is a key role and encompasses leadership, strategic planning and management of key aspects of workforce transformation through education, training and development.

Lead on the analysis and understanding a broad range of highly complex information, undertake option appraisals and take the responsibility for decision making where opinions differ or there is no obvious solution. e.g., during strategic planning exchanges with multiple stakeholders, or based on qualitative data or complex quantitative evaluation.

Provide leadership in education and training aligned to the complex requirements of Health Boards and HEIW working within the complex and often challenging structure of Health Boards, including Training Programme Directors, Education Facilitators, Associate Medical Directors, and Local education providers.

Work with cluster leads and Professional Collaboratives as part of the annual Integrated Medium-Term Plan (IMTP) cycle to identify key priorities for service change and development that will significantly impact on education and training requirements within primary and community settings (for example, new service models; changes in service provision at a local level etc).

Hywel Dda University Health Board (UHB) includes the unitary authorities of Carmarthenshire, Ceredigion and Pembrokeshire. Hywel Dda covers a quarter of the landmass of Wales and is the second most sparsely populated health board area. The overall population density is 67.0 people per square kilometre with the most sparsely populated county being Ceredigion (41 people per square kilometre).

Develop an annual process for identifying training needs across a wide and complex range, of multi-professional groups and feed this, via the annual education and training planning process, both locally and nationally.

Develop a process for prioritising training needs across multi-professional groups within primary and community care working through the cluster infrastructure. Whilst managing the complex competing demands and expectations of a wide and diverse range of professional groups/teams.

Lead the development of an annual training programme based on identified needs and priorities to inform local and national annual priorities.

Lead on the identification of opportunities for inter-professional training and development and build these into local training programmes.

Lead the support of work programmes on behalf of HEIW that support priority developments and initiatives.

Undertake a specified national lead role in co-producing highly complex aspects of the framework as appropriate to the profession and expertise of the lead working in conjunction with other Education and Training Leads across Wales and with the national Multi-Professional Primary and Community Care and Education and Training Unit.

Act as the point of liaison between HEIW and local Academies and to participate in arrangements designed to ensure close working between Health Boards and HEIW including regular attendance at quarterly network meeting.

Influence the prioritisation of national requirements for training and education through the local needs assessment and ensure that this feeds into the HEIW annual process.

Present proposed priorities identified for multi professional training through interface arrangements on an annual basis.
