**Duration: This is a temporary role, 4-5 months**

An exciting opportunity has arisen for a Head of Capital Programme who will have managerial and technical responsibility, and oversight for a range of strategic projects including capital planning, capital procurement, design management and estate strategy delivery.

Reporting to the Deputy Director of Estates and Facilities, the Head of Estates Capital Programme will be part of the Estates & Facilities Senior Management team, and professionally accountable for leadership and coordination of capital developments with emphasis on strategic development of estate properties.

The post holder will have staff and budgetary management responsibility providing management and leadership to the Capital Project Management team, providing professional services to its customers including overall programme leadership, project management and procurement of capital works in collaboration with the estates team and procurement colleagues as well as informing, supporting and delivering the site development and long-term estates strategies for the customer.

Professionally accountable for leadership and coordination of capital developments with emphasis on strategic development of estate properties and services. Managerial and technical responsibility for a range of strategic services including capital planning, property management, capital procurement, design management, estate strategy development, estates electronic property register and estate information services Responsible for planning and delivery of in year capital program In line with Trusts strategic business plan which includes procurement of construction projects, replacement of engineering plant, and infrastructure

**Essential Requirements**:
**Relevant Master’s Degree or equivalent relevant demonstrable experience gained at project director level**

**NHS recognised qualification in Management to degree / HNC level.**

**Fully conversant / qualified in AutoCAD systems developed by regular use and external training / qualification**

**HBN and HTM compliance responsibility obtained through demonstrable experience and training**

**BREEAM / BIM conversant developed by regular use and external training / qualification**

**Degree / HNC construction law or equivalent knowledge gained from experience Ongoing commitment to relevant CPD**

**Prince 2000 project management**

**Corporate membership of an appropriate body**

**IOSH Risk / H&S Management**

**Authorised Engineer qualification**

**Recognised craft apprenticeship or equivalent training and relevant certification**

**Recognised H&S qualification appropriate for healthcare construction and engineering**

**Previous Experience**
- Professional knowledge gained through considerable experience of working in healthcare engineering and building services / installation
- Financial control of capital programs and major projects at project director level
- Significant experience in project directing teams at a senior level
- Specialist knowledge and understanding of HTM 01 to 08
- Specialist knowledge of Building and Planning regulations
- Specialist knowledge of Construction, Engineering and consultant forms of contract including P21+
- Specialist knowledge regarding capital information manual
- A thorough knowledge of statutory and mandatory regulations
- IT skills
- Financial management and capital reporting
- Multi skilled team management
- Programme and project reporting
- Significant NHS or Healthcare experience

- Ability to compile and deliver complex training packages on all aspects of construction and NHS guidance
- Demonstrable negotiating skills
- The ability to analyse data, computerised technical drawings, and complex instructions

- Stakeholder management

**Main responsibilities**:

- To be responsible for the successful delivery of the ENHT Estates Capital Programme, ensuring good governance, progress monitoring, risk management along with financial accountability, ensuring projects are kept to budget and contractors procured via the ICS Procurement Team adhering to the Trust Standing Financial Instruction (SFI’s).
- Lead, develop and implement the Procurement Strategy for the ENHT Estates Capital Programme including the Backlog Maintenance Programme (BLM) in collaboration with the ICS Procurement Team.
