DWP Estates Directorate are accountable for the delivery of all aspects of real estate services and the work we do is critical in ensuring the vital work that the Department undertakes is enabled effectively. The DWP commercial estate is the largest within Government and our diverse national property portfolio reflects this scale. It is s a unique mix ranging from modern corporate centres, multi-occupied Service Centres, to its frontline high street services.

We are responsible for the Department’s 800+ workplaces, that provide workplaces for 85,000 employees and a UK wide presence for all those that visit us. Ultimately, the Department relies on us to provide safe and secure buildings that are fit for purpose and meet the needs of the business. The Portfolio Strategy & Leasehold Management (PS&LM) Team are responsible for the strategic and future planning of DWP’s property estate, understanding the wider Department’s strategic requirement, providing business intelligence and feasibility assessments factoring in demand and driving the portfolio agenda. The Leasehold team within PS&LM manages the estates expenditure (costs and income), implementation of the property strategy and DWP’s leases via the LLM & Legal supply chain

This role supports the Leasehold Property Management function with associated responsibilities in all aspects of leasehold management. It will also lead/support as required on the conception and implementation of the entire range of portfolio occupations, including leasehold, other government (via MOTO’s) or public sector bodies and local government bodies (via COLO’s). The job holder will work closely with the Landlord and Lease Management and Legal suppliers to oversee effective management of DWP’s complex and diverse leasehold portfolio, ensuring the DWP estate is secured, balancing demand with providing critical input and constructive challenge and ensuring alignment with the DWP portfolio strategy delivery.

**As a **Leasehold Property Officer **your main responsibilities would be**:

- Work closely with Estates and business stakeholders to identify and prioritise key initiatives and effectively plan delivery to meet agreed plans and HMG property initiatives
- To assure initial leasing proposals to be included/implemented in the property strategy making recommendations on those which should proceed to more detailed negotiations, whether a direct lease or co-locations (inward, outward) or MOTOs, presenting in a timely manner
- Ensure colleagues and stakeholders have a clear understanding of objectives, activities and timeframes across all lease management and approval process
- Ensure all aspects of leasehold liabilities are accurately identified and monitored as required on behalf DWP Estate
- Work in partnership with the Landlord and Lease Management supplier partner to challenge and invite challenge as appropriate to ensure value for money and efficient use of estates
- Understand the strategic drivers of estates and ensure all property occupation agreements and requirements are set out in alignment with the estates property strategy
- Provide assurance and also challenge of partner organisations regarding costs, delivery timeframe and work
- Support in the leadership and direction for the overarching strategic management of the property portfolio, working closely with the Strategy and Portfolio Planning team to deliver strategy, including contribution to commercial assurance and business case approvals
- Support the Lease Property Management Team and supplier partners as required in business rates, budget reconciliation, and reporting, making recommendations and proposals accordingly
- Lease management and approval across the portfolio to include Heads of Terms compliance and assurance, service charge recommendations and dilapidations. Partnering with supplier partners and agents as required to support and deliver.
