Principal Transport Officer

Job Introduction
The services delivered by the Communities, Economy and Transport department (CET) have an enormous impact on the lives of local people and the natural environment. From operating waste facilities and registration offices, to maintaining roads and major infrastructure planning, the moment an East Sussex resident steps outside their front door, they are interacting with our work. Therefore, roles in our department offer enormous scope to make a positive impact on the quality of life for people and the environment of East Sussex. We are looking for people who can help us to improve the links between the areas we operate in, such as using libraries, improving adult literacy, transporting vulnerable people to the shops to help keep them independent or installing high speed broadband to support businesses to modernise.
Within the Transport Hub, we provide vital connections into the public transport network across the county to help people go about their daily lives, from getting their shopping done to visiting family and friends. We transport thousands of children to school every day, we provide transport for some of the most vulnerable people in our area and we help people who don’t have the opportunity to access public or private transport. We help public transport services to change and adapt to infrastructure and demands, by doing things like supporting the introduction of real-time passenger information at bus stops or re-routing services around roadworks. Ultimately, we see it as our job to “keep the wheels running” around the county.
**About Us**
We are looking for an enthusiastic person to manage our finance team within the Transport Hub. This is an exciting time to join our team, with many innovative and improvement programmes underway and a great opportunity to be part of that. We dare to be different, and better.
The Transport Hub contract over 600 vehicles travelling on East Sussex roads travelling over 30,000 miles a day. There are around 120 different transport operators, 70 of which are actively involved in the daily transporting of children and vulnerable adults. The service procures transport for over 3,000 children.
It is the role of the finance team manager to monitor the Transport Hub budget, compiling budgetary, financial reporting and management reports for the service.
**About You**
This role will suit someone who enjoys working with people. As well as managing a small team, you will be engaging with schools, transport operators and colleagues. You will be adept with data, particularly the use of spreadsheets but keen to explore and implement other systems to store, monitor, analyse and use data to maintain and improve the work undertaken by the Transport Hub.
If you can demonstrate that you have the drive and commitment to fulfil this role, we will provide you with the training, support, patience, opportunity, and commitment for you to excel. The finance team manager should have:
- Experience of Transport Hub services
- Budget management reporting
- Ability to analyse and report on complex budgets
- Knowledge of audit requirements for fundamental account systems
- Knowledge of Concessionary Travel legislation
- Attention to Details
- Excellent ICT skills
**About the role**
- Manage the Transport Hub finance team
- Monitoring the Transport Hub budget (including Home to School Transport) (>£25m) compiling budgetary, financial reporting and management reports
- Manage and monitor the Concessionary Travel Scheme
- Ensure the accurate and prompt payment of invoices
- Manage and monitor the Transport Hub database systems
- Deputising for line manager at meetings, on working parties and user groups, as agreed
- To work closely with other team managers in the Transport Hub to improve service delivery
**Rewards and Benefits**
It really is true that every single job role here contributes to bettering the lives of the people in our county - we want to do this for our employees too. We are proud of our strong flexible working culture, including the opportunity for flexibility on working hours and the use of technology to support agile working. We offer some of the very best learning and development opportunities to support your ongoing development.
We have a generous holiday allowance which rises as you remain in employment with us up to 26 days, as well as giving you the option to buy additional holiday. You will also have access to a Local Government Pension Scheme with employer contributions of 6.8% of your salary; a range of local and national retail discounts; and a host of enhanced family friendly policies including carers leave and paid time off for volunteering.
Please note that we will consider requests for flexible and part-time working, so if you are interested in this role, we strongly encourage you to apply.
**Application Procedure**
Additional Information
Your starting salary will be pro rata if the above position is part-time or term-time only.
