**About the role**

The Head of Delivery (Portfolio Management) will oversee implementation of the ICO’s key transformation programmes, taking responsibility for ensuring that our transformation planning and delivery achieves the intended impact. The postholder will lead a team of transformation and delivery staff, prioritising resource across the portfolio and recommending investment approaches. They will provide additional focus and support to the most complex programmes, prioritising their own time effectively.

The ICO is a regulator who must stay responsive to emerging internal and external risk, therefore an ability to deliver change and transformation in a complex environment will be crucial. The Head of Delivery (Portfolio Management) will require an understanding of the bigger picture and wider impact of the ICO’s work and will work with senior leaders to develop robust strategic plans.

The post holder will be an effective team leader with the credibility to attract, coach and lead high performing teams and foster a strong collaborative culture with individuals at all levels.

The post holder will enable the delivery of projects and programmes by providing professional leadership to the network of project and programme managers across the ICO’s service areas, ensuring governance and business processes work in an effective and timely manner to ensure quality, timely and efficient outcomes.

This is a leadership role working across the organisation and with external partners to identify and deliver projects and programmes within agreed schedule, scope and budget. The Head of Delivery (Portfolio Management) works to maintain the ICO’s reputation as a relevant and responsive regulator ensuring that the work we do continues to drive public trust and confidence whilst also ensuring it remains relevant to and influences government and our stakeholders.

As an ICO leader the Head of Delivery (Portfolio Management) will demonstrate the skills and behaviours that support corporate efforts to ensure project management at the ICO remains an efficient and effective enabling tool for delivering our strategies. All our leaders should espouse the core ICO values of ambition, collaboration, service focused and leadership.

**Job description**:
**Key Responsibilities**
- Ensure project and programme managers deliver corporate transformational projects and programmes to time, cost and quality.
- Act within agreed guidelines to implement strategic plans and investment decisions that contribute to risk mitigation.
- Professional leadership of the portfolio, setting overall direction for the team and line managing, coaching, and developing a team of programme managers and change professionals, ensuring the best use is made of their skills.
- Define and manage the governance, plans and structure of the portfolio office to ensure the portfolio, programmes and projects deliver the agreed benefits.
- Liaise with the PMO to provide best practice advice and guidance to Project Professionals within the ICO on the best use of change and project and programme management disciplines, approaches, and products within a fast-paced environment.
- Support the PMO to continue to grow and develop the Transformation and Delivery community.
- Attend Board meetings and if required oversee the programme of activities, collating status reporting and analysis across service areas to support the senior leadership in taking effective and timely decisions.
- Drive regular reviews to ensure change can be adopted effectively against Business as Usual (BAU) plans and are aligned to our strategic objectives.
- Implement and promote the ICO’s Risk Management Framework and oversee the management of risk and issues across the portfolio ensuring robust identification, assessment, and mitigation of emerging issues.
- Act as an escalation point for portfolio level risks and issues and engage with the Senior Leadership Team, where necessary, to support effective resolution.
- Own the delivery of project and programme benefits within the portfolio, ensuring visibility through the use of the evaluation framework.
- Outside the immediate team, providing internal coaching and mentoring for ICO staff looking to gain project management experience.
