**Job summary**:
As a Data Quality Officer, you will be welcomed into our new Digital, Data and Technology function within Strategy and Corporate Services. The IOPC is on a journey to develop its culture, perspectives, and ethos to support the organisation’s core outcomes, and this is your opportunity to enter into the varied world of IOPC Strategy and Impact, allowing you to develop your mindset and approaches to contribute to improving the police complaints system in England and Wales.

The Data Governance Team is part of the new Digital, Data and Technology function within Strategy and Corporate Services. It is a new function and brings together teams responsible for knowledge and information management, data analysis and reporting, data governance, data quality and records management as well as ICT. It operates nationally with team members across seven sites

The Data Quality Officer will report to the operational lead for data quality in the IOPC. They are responsible for supporting the Data Quality Lead with the delivery of data quality priorities within data governance framework as set out in the data strategy. We want them to embed a culture of quality assurance into the organisation, we are looking for someone who is passionate about data and the importance of data completeness and quality, to support our developing data teams and changing organisation.

**Job description**:

- Develop the IOPC’s methodology for monitoring data quality, establishing what dimensions we analyse, what measures we use, and what margin of error we are prepared to accept.
- Evaluate the quality of the data in the IOPC’s information management systems, analysing it for errors, inconsistencies, and other defects.
- Identify systemic issues affecting our data quality.
- Use problem solving tools and techniques to identify root causes, themes and trends behind the common defects in our corporate and operational data.
- Undertake management information and assurance reporting.
- Manage a central log of identified data deficiencies/errors and take remedial action.
- Work with the Performance Team to eliminate duplication, variations, gaps and delays in our data and reporting.
- Work with the Learning and Development team to develop formal training and guidance for the IOPC’s information management systems.
- Work with the KIM team and the Quality and Service Improvement team to uphold quality standards and to develop a culture of data quality in the organisation.
- Work with operational staff to improve data entry and the collection of quality data across the organisation.
- Work directly with colleagues in ICT; business relationship managers, Business Intelligence Team, and Application solutions architect, to be a conduit for data improvements, between technical developments and required culture and process change.
- Manage key relationships with internal stakeholders and senior management, with attendance at and contribution to management meetings and programme and/or portfolio boards.
- Be an ambassador, leading conversations, and continuous improvement in data quality as part of our OnePlan delivery.
- Identify users of corporate data and relevant stakeholders and work to meet their needs and expectations.
- Maintain data compliance using the organisations’ data principles and governance i.e., taxonomy, classifications, and data dictionary (business rules).
- Identify smarter ways of managing data quality, including tools and processes, supporting a governance framework.
- Comply with all aspects of data protection, data access and other relevant legislation and guidance.

**Essential**:

- Good level of education required, although there are no minimum educational qualifications are specifically required for this role
- For this critical role, we require someone who has a track record in managing data quality, including monitoring and analysis
- Knowledge of data quality principles
- You are committed, independent, reliable, problem focused and pragmatic.
- Excellent understanding of data quality metrics and the assessment of the usefulness/quality of data.
- Knowledge of laws and regulations that relate to the management of information e.g., General Data Protection Regulation, Freedom of Information Act 2000
