**Ending homelessness requires housing.**

With a new devolution deal providing Greater Manchester with additional powers, funding and influence over the next few years, we are at a critical moment in our efforts to end homelessness and other forms of disadvantage and inequality.

It is a fundamental truth that we can’t end homelessness without ensuring that everybody has access to safe, decent and affordable accommodation. This accommodation will look different for different people and we need a range of offers, including social housing, supported housing and specific interventions like Housing First.

We manage a range of government-backed projects which seek to meet this need by identifying properties for people who have experienced homelessness and bringing them online and into the system. These projects (including Rough Sleeping Accommodation Programme, Single Homelessness Accommodation Programme etc.) are varied and complex and need a keen project manager to make sure they are delivering on their objectives.

That’s where you come in.

**Your Role**:
You will play a critical role in ensuring these projects stay on track by:

- **Overseeing programmes that are already up and running**: ensuring we deliver the properties our Local Authorities need on time and within budget.
- **Implementing new programmes that are in development**:Getting us from a funding bid through to actual delivery.
- **Appraising new capital programmes**:Understanding the mechanics of the programme, how they can contribute towards ending homelessness and what a successful bid would look like.
- **Contributing towards our broader strategic goals**: recognising that, as well as responding to specific funding opportunities, we need to develop our long-term vision for housing and homelessness prevention in Greater Manchester.

This is a **meaningful** role; you will be directly playing a part in demonstrably reducing and preventing homelessness by adding much-needed long term, affordable and specialist housing to the sector.

The role is also incredibly **collaborative** and you will be working closely with Local Authorities in Greater Manchester and across Housing Strategy, Homelessness and Investment teams.

**About You**:
The core focus of your work will be overseeing projects which source accommodation for Local Authorities to use to accommodate people experiencing homelessness. To make sure these programmes achieve their outcomes, you’ll be comfortable working within a complex environment with multiple private, public and third sector partners and have strong interpersonal and communication skills.

You might be a keen programme or project manager, with a passion for making a difference, but maybe you haven’t worked in homelessness before.

You might be working in a housing role with a lot of sector and market knowledge to bring, but you’re looking for a role with tangible social impact.

Or you might already be working in homelessness, but **not necessarily a technical expert **in the bricks-and-mortar aspects of capital programmes.

Taking this into account, we’re really looking for someone who is:

- **Confident**:Able to be assertive in achieving the aims of your projects and confident presenting to a wide range of audiences.
- **Organised and focused**: the ability to stay on top of several complex projects with different timescales.
- **Personable**: to make projects a success, you will need to secure the buy-in of a broad range of partners.
- **Resilient and persevering**: Complicated projects are a marathon, not a sprint.
- **Passionate about tackling homelessness, poverty, inequality and disadvantage**:enthusiasm and drive for social change, through reforming public services and working with communities.

**About us**:
As an employer, the Greater Manchester Combined Authority (GMCA) is made up of a number of key Greater Manchester strategic functions and service providers including; Greater Manchester Fire and Rescue Service (GMFRS); Waste and Resources; Environment; Work and Skills; Research; Public Sector Reform; Police, Crime and Criminal Justice; Homelessness; the Greater Manchester Ageing Hub and the Commissioning Hub.

We have guidance in place to ensure that all applicants are treated fairly and consistently at every stage of the recruitment process, including the consideration of reasonable adjustments for people who have a disability.

**Our offer**:
In return for your hard work, we offer our employees a competitive package as part of our offer that you can find out more about here: GMCA offer - Green book.docx
