About You and The Role:

We have an excellent opportunity at Bolton Council due to the strategic expansion of our Corporate Property team. The Council has established a brand-new organisation structure that is designed to deliver service across the portfolio to best effect for years to come, and the team is core to delivering on the Strategic Asset Management Plan (SAMP). Through managing assets used across Council services, it underpins the delivery of all the directorates, and is therefore positioned within the Corporate Resources directorate. Approximately 1,700 assets are managed across the borough, from highly iconic civic buildings to Council-owned commercial use properties and other assets used for the benefit of the community. The Corporate Property service is a key enabler of Bolton’s impressive regeneration programme and is involved in a wider portfolio of capital projects currently valued at over £50m. The service manages close to 4,500 helpdesk calls a year relating to staff and elected members’ usage of the facilities, while externally managing approximately 350 rent renewals per year, and pursuing the strategic disposal of assets as approved under SAMP. All in all, Corporate Property is the home of many exciting pursuits with a remit that is central to Bolton Council’s success in supporting residents, businesses and visitors across the borough. The Capital Projects Controls Manager reports to the Head of Capital Projects.

Responsibilities:

You will be joining a high-performing group and will take up a key management role supporting the capital projects portfolio. You will have responsibility for working across a diverse set of projects, playing a pivotal role in ensuring key aspects of governance are applied as standard. This for instance will include oversight of the completion of RIBA stages, and ensuring that the projects are achieved on time, within budget, to the right quality standards, and within the agreed scope. An integral aspect of your role therefore is applying well-honed quantity surveying skills to help drive overall success across the portfolio. As the Capital Projects Controls Manager you will liaise with the project manager and project team for each capital project, and this will entail a good level of variety given the diverse nature of projects across the borough. It’s also a fantastic opportunity to liaise with elected members, commissioners, partners, service providers, and end-user customers, which will provide the role holder with a tremendous slate of experience and opportunity to make a direct and lasting contribution through the Council’s capital projects. You will be based in Bolton’s prestigious Town Hall, although some remote work will be possible to help with flexibility, and you will also periodically be on-site at various locations in the Council’s property estate.

Requirements:
  1. Proven and successful experience in the world of property/building projects.
  2. A strong and structured approach in applying quality standards appropriately across a complex portfolio.
  3. To be a stickler for detail, as demonstrated by your successful quantity surveying in the past.
  4. Good creative thinking, analytical and problem-solving skills.
  5. Excellent communications and influencing skills.
  6. Team spirit, tenacity, and focus on delivery
