Overview:
An exciting opportunity has arisen for a Lead Inspector within HM Inspectorate of Constabulary in Scotland (HMICS). Our offices are in Edinburgh and there would be an expectation of regular attendance on site or on Police Service of Scotland (PS) or Scottish Police Authority (SPA) offices.

If you have an interest in policing and in being involved in improving policing across Scotland, then this position may be ideal for you. You will play a pivotal role in ensuring that HMICS has the ability to monitor, assess, inspect and report on the state, effectiveness and efficiency of Police Scotland and the Scottish Police Authority.

**Responsibilities**:

- Lead the organisation and planning of inspections in accordance with the inspection framework and published scrutiny plan
- Liaise with relevant stakeholders to support scrutiny activity
- Carry out research and gather evidence and data to support scrutiny work as required
- Manage inspection activity to agreed resource levels, budget and timescales
- Collaborate with other inspection bodies in joint scrutiny activity
- Review and agree formal corporate documents prior to publication

Essential Criteria & Qualifications:
**Essential Criteria**

1. Broad experience as a decision maker at a senior level, capable of negotiating and influencing strategic change, where you have demonstrated strong leadership skills, including being visible and supportive.

2. Prioritise, plan and manage a heavy workload, using risk management techniques as you will be expected to deliver high quality outcomes, meeting deadlines whilst managing competing internal and external pressures.

3. Knowledge and understanding of law enforcement policies and procedures with the ability to provide professional guidance and advice in relation to the current crime threats and emerging risks being experienced by the communities of Scotland or a sound knowledge and understanding of the types of organisational and managerial issues facing Police Scotland and SPA at a local, regional and national level.

4. Carry out detailed analysis and assessment of complex technical evidence, with the ability to draw out key findings, giving clear reasons for your decisions or recommendations and the ability to deliver effective, high quality and relevant reports and results.
