Rent and Service Charge Manager

A permanent, full-time Rent and Service Charge Manager role based in Oldham offering hybrid working and paying up to £40,000 per annum.

**Description**
The key responsibilities will include, but may not be limited to;
- Lead an efficient and effective rent and service charge accounting service across all tenures that ensures that legal and regulatory requirements are met.
- Prepare the annual rent increase notifications ensuring that all rent increases are accurately notified to all customers, including residential, commercial and garage customers, and delivered within statutory timeframes.
- Responsible for the production and issue of accurate and timely annual service charge estimates, invoices and statements, to all residential and commercial leaseholder customers and liaising with operational teams as necessary.
- Compile the rental income and service charge budgets ensuring that these are accurately determined, reported and approved, as these will form the basis of customer charges and influence the 30-year Business Plan.
- Ensure that accurate and timely service charge estimates and statements of accounts are produced for all service charges, liaising with operational teams as necessary.
- Ensure that accurate reconciliations of rent accounts are maintained with other financial systems.
- Responsible for the integrity of data held within the financial reporting systems and full reconciliations are carried out with supporting systems.
- Produce accurate and meaningful management information in relation to rent accounting and service charges in accordance with management requirements and identifying any financial risks and opportunities.
- Produce monthly rent arrears and Income Performance reports.
- Co-ordinate the provision of a rent and service charge service collaborating with others and building strong and effective partnership working.
- Lead and Co-ordinate relevant consultation with customers associated with rent and service charge ensuring a 'People First' approach.
- Liaise with the Development Team regarding new build development programmes to ensure that consideration is given to ensuring that rent and service charges are charged appropriately to customers and that this knowledge is used to inform the developmentappraisal process.
- Responsibility for ensuring that charges made are timely and accurate and that income received is processed accurately and within agreed timescales.
- Manage controls to monitor actual performance of service charges against estimates, analysing variances and taking corrective action, escalating issues as appropriate.
- Responsibility for leading on continual improvement in this service area, identifying improved systems, processes and procedures ensuring accuracy and efficiency and implementing new systems where appropriate.
- Prepare working papers for statutory and regulatory returns, statutory accounts and the Budget and Business Plan in line with the relevant timetables.
- To manage and develop an effective and motivated team ensuring that the team consistently meets high standards of performance.
**Profile**
- AAT qualified or studying for a recognised accountancy or housing qualification,
- We're looking for a confident and well organised individual with experience of service charge estimating, billing and production calculation of annual accounts and will be accustomed to analysing and reporting financial information.
- You will be highly numerically-minded with strong analytical skills and will demonstrate the ability to prepare, interpret and model complex information accurately.
- You will have extensive knowledge of rent and service charge regulations and legislation and will ensure that we continue to adhere to them at all times.
- Customer-focused, you will build effective working relationships with all relevant stakeholders and provide support and advice on relevant financial matters.
