**The Opportunity**

Children and Families is recognised as a service in which social work can develop and prosper, with a culture of collaboration, integrity and compassion; promoting the development and wellbeing of children, young people and their families; protecting them from neglect and abuse. Working together with partners delivering a range of early help, family support and effective social work interventions which build resilience, remove barriers and enable children and young people to look forward to a brighter future.

The role provides dynamic and visionary leadership within a financially challenging environment, supporting the whole system transformation in a complex landscape to deliver better quality outcomes for vulnerable children, young people and complex families. The role reports to the Director and is responsible for the systemic implementation, alignment and management of strategic locality partnerships through high levels of influencing and relationship building skills.

**Accountabilities**
- To be the conduit between operational and strategic priorities and work with commissioners, partners and statutory services to respond to current, emerging and future need across the ESCB windscreen of need.
- To use and interpret data and understand the changing climate of local and national drivers, including demographic changes, and secure through collaboration with Health, District /Borough Councils, schools, voluntary sector organisations and the Police a whole system approach that support the better targeting of resources to deliver positive outcomes for children and families.
- To work collaboratively with external and internal partners, to lead local delivery of strategic plans and work flexibly across structural boundaries to facilitate consultation and involvement of service users, young people, families/carers and other stakeholders.
- Support engagement with CCG’s, Public Health, Education, and The Office of Police Fire and Crime Commissioner to ensure alignment of commissioning priorities across the system.
- Develop/maintain relationships to create understanding of roles, practice and function across the partnerships and to ensure the effective co-ordination and performance management of the Children's Partnership, Early Help and Stay Safe Forums from which quadrant specific tasks, projects and work will arise.
- Make informed, sound and professional judgements in the management of risk in terms of safeguarding and business continuity.
- To lead the development of organisational capability through good collaborative working including to provide training, mentoring and coaching of ECC colleagues and the wider partnership workforce.
- To ensure specific individual /shared targets and objectives are defined annually within the performance management framework.

**Budgetary responsibility (direct or indirect impact)**:

- Ensuring the effective management of resources and associated budgets, escalate service and contract issues and risks within area of responsibility including budget demand, customer service and quality assurance.
- In response to a challenging financial environment through effective partnership working negotiate and secure resources in order to deliver actions or activities agreed across the wider partnership network.
- Support partners to develop funding bids to secure inward investment for Essex.

**People management (including direct reports)**:

- Responsible for the coordination and management of in excess of 30 strategic partners across a wide variety of networks that make up local Strategic Partners
