Defra’s ambition is one of a data driven department, this will enable the implementation of policies and programmes supporting the UK as an independent coastal state and our need to reassess how we can meaningfully monitor progress against Government’s 25 Year Environment Plan and the UK Marine Strategy. To deliver on these ambitions we will evolve the current landscape of marine and fisheries monitoring to effectively incorporate natural capital and ecosystem assessment approaches.

The Marine Natural Capital and Ecosystem Assessment (mNCEA) programme is a £37.5m flagship science programme focussed on embedding natural capital approaches in Defra’s policy and decision-making processes, building on recommendations in the Dasgupta Review and ambitions set out in the 25 Year Environment Plan. The post holder will be part of an exciting opportunity to shape how the Marine Natural Capital and Ecosystem Assessment team transform marine monitoring and strategic evidence collection.

The post holder will lead the mNCEA programme’s monitoring workstream. The workstream aims to fill natural capital evidence gaps through the design and implementation of monitoring programmes, to provide the data necessary to enable natural capital approach to policy and decision-making. The post holder will be responsible for embedding the mNCEA programme’s findings in sustainable long-term monitoring structures, ensuring that the programme delivers sustained change and long-term benefits to Defra.

In addition to mNCEA programme delivery, the post holder will spearhead the development of a holistic marine and fisheries monitoring evolution programme, developing a shared future vision for future monitoring, mapping user needs, and establishing steps to implementation. Taken together, this will ensure that Defra’s marine and fisheries monitoring requirements are met in an efficient and transparent manner.

**Job description**:
Key responsibilities include but are not limited to:

- Developing clear direction and implementation of projects to progress the mNCEA programme towards March 2025 deliverables, including:

- Developing a baseline of marine natural capital assets
- Developing recommendations for how natural capital approaches can support or improve indicators for the UK Marine Strategy and Environment Improvement Plan
- Developing clear requirements for natural capital monitoring and their integration into business-as-usual systems
- Designing, procuring and managing research projects to support the mNCEA programme and wider monitoring evolution
- Overseeing and guiding Marine Natural Capital and Ecosystem Assessment projects delivered through arms-length-body partners
- Leading the development of business cases, and contributing to Spending Review cases with a focus on marine and fisheries monitoring
- Working together with stakeholders within Defra group and across devolved administrations to maximise alignment on marine and fisheries monitoring
- Effectively drawing together existing projects focussed on monitoring evolution to create a cohesive landscape
- Establishing refreshed monitoring governance structures to support future marine and fisheries monitoring needs
- Effectively communicating complex monitoring challenges and a roadmap to achieving monitoring transformation to senior leaders
- Coordinate with terrestrial Natural Capital programme to manage evidence relevant to coastal and estuarine environments
- Developing a strong network of contacts across marine and fisheries monitoring stakeholders and delivery partners
- Develop strong understanding of relevant assessment and reporting drivers for marine and fisheries monitoring, and the associated cycles
- Leading a small team focussed on marine and fisheries monitoring
