**The Team**

The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.

The Senior Program Officer, GPA, Nordics will be part of the Europe, Middle East and East Asia (EMEEA) team, which leads the foundation’s geographic presence in the largest donor countries outside North America and China, covering Europe (with a focus on UK, Germany, France, Italy, Spain, the Nordics, Netherlands and European Union institutions) the Middle East (Arab League countries) and the Asia-Pacific region (Japan, South Korea and Australia). Our focus is on government donors and we are most active in Europe, whose governments represent over half of global foreign aid. However, the nature of our work means that we also frequently engage with non-government actors such as the media, civil society organizations, the private sector, think tanks and academic institutions as we seek to make the case for sustained commitment to international development programs.

**Your Role**

Lead the foundation’s country engagement and partnerships in the Nordics, with a particular focus on Norway and Sweden and to a lesser extent, Denmark, Finland and Iceland.

Strategically develop and manage a portfolio of grants and contracts requiring high-level management skills, monitoring and evaluation. As a key advisor on strategy initiatives, contribute to the continued development of the team’s strategic vision, while partnering closely with team leadership to contribute to the overall strategy and goals for the Foundation’s work in Europe. The work principally focuses on policy makers, helping to communicate and pursue direct collaboration with key government officials and identifying areas where the foundation can collaborate on joint efforts. The work will also include relationship building with civil society, think tanks and general influencers in development policy.

The postholder will be based in **London** - with frequent travel to the Nordics (especially Stockholm, Oslo and Copenhagen), and report to the Berlin-based Director for Europe.

This is a limited-term position (LTE) for **nine months** - ideally starting no later than July 2023. Relocation will not be provided.

**What You'll Do**
- Lead representative and spokesperson for the foundation in the Nordics.
- Responsible for forging and growing strategic partnerships with governments, institutions and relevant partners across the region.
- Lead a geographically dispersed team of consultants to develop, manage and implement country strategies for Sweden, Norway, and to a lesser extent Denmark, Finland and Iceland.
- Develop, manage, resource, and implement strategies that align with the foundation’s overarching objectives and are operationally integrated with other foundation programs. Design those strategies and implementation plans to ensure long-term sustainability and impact.
- Build and nurture deep relationships and partnerships - including government officials, opinion-leaders and influencers, members of civil society, universities and think tanks, as well as the philanthropic sector.
- Develop and manage a complex portfolio of grants or performance-based contracts.
- Consult with grantees and other partners to increase impact of projects and ensure grants are meeting strategy goals. This may include: regular 1:1 conversations, providing operational guidance and convening meetings of key stakeholders.
