**Job summary**:
This is an exciting new role within the Defence Risk and Assurance (DRA) team which is a part of Head Office.

The DRA team is part of the wider directorate of Assurance which centrally oversees the delivery of risk, assurance, counter fraud, cost assurance and cost analysis for the Defence enterprise.

DRA sits at the heart of decision making, working with risk owners and leadership teams across Defence. We ensure risk management informs strategic decision making and prioritisation activity to support the delivery of Defence priorities. The team is led by the Chief Risk Officer and reports to the Defence Board, the Defence Audit, Risk and Assurance Committee (DARAC), the Executive Committee (ExCo) and Defence Delivery Group (DDG).

There are three sub teams within DRA, Risk, Assurance, and Innovation & Insight. This is a new role within the newly established innovation and insight (I&I) team. The team will be responsible for delivering high quality insight to senior leaders, the Board and Defence committees and ensuring the risk and assurance framework and processes operate effectively and efficiently.

You will support the delivery of a transformative programme of work directed by the Defence Board to improve risk management and assurance across the Department. The I&I team will develop and embed innovative solutions and ways of working to improve risk and assurance processes and reporting across the Department.

This role offers an exciting opportunity to strengthen decision making by joining up insights across risk, finance, strategy and operational delivery. The role is high profile and will involve operating with key stakeholders at the most senior level in the Department and across Government.

**Job description**:
As Deputy Head of Innovation & Insight, you will support delivery across the full range of the DRA transformation agenda. Reporting to the Head of Innovation & Insight, you will provide support to the CRO, leading engagement with ministers, seniors and teams across Defence, Whitehall and beyond, bringing coherence, driving outcomes, and helping to shape risk culture across the Department.

You will work in collaboration with the risk team and assurance team leads to deliver priority outputs to mature risk management and assurance across the Department. This will include developing high quality risk and assurance reporting for the Defence Board and sub-committees, making use of data and management information from across the Defence enterprise to inform decision making.

You will work closely with stakeholders across Defence including the Strategic Hub and Defence Resources to integrate key processes, reporting and insight to support delivery and prioritisation decisions at the Defence Board and committees.

You will support the delivery of a project to embed the three lines of defence model consistently across the Department. This includes the development of a robust risk governance structure and framework to improve the clarity of accountability and ownership of risks and mitigation plans. Through this work you will enable the delivery of the Permanent Secretary’s plan to improve the overall departmental assurance rating. This will also support the wider Defence Design initiatives to ensure the Department’s operating model remains effective and efficient.

Responsibilities will include:

- Providing direct line management to SEOs in the Innovation and Insight team.
- Delivering regular reporting and briefings to the Defence Board, ExCo, DARAC and DDG
- Development and implementation of a new Defence risk reporting tool to streamline and improve quarterly risk reporting.
- Engaging with stakeholders across Defence to streamline processes and policies and reduce administrative burdens.
- Identifying and increase use of data and MI to embed effective compliance monitoring across functions to support second line assurance activities.
- Supporting a review of the three lines of defence model to effectively operationalise it across Defence. Collaborate with others across Defence, including the Defence Design to bring risk and assurance into the key decision-making processes.
