Job Role
An exciting opportunity has arisen within the inclusive and diverse workforce of the Network Management and Resilience directorate for an Operational Control Lead.

You will work in a matrix management environment to develop, design, introduce, maintain and enhance appropriate impact management technology solutions for the management of people on London's road network. These solutions include, but are not limited to traffic systems, traffic modelling and visualisation tools, road works management systems and other solutions which enable TfL's operational teams to minimise disruption on London's streets.

You will ensure that these systems operationally, functionally and reliably meet the needs of those delivering the Mayor's Transport Strategy.

Key Accountabilities
- Lead a team and manage the progress of the team's work, including consultants, contractors and other suppliers within TfL and outside.
- Lead on the delivery of strategy, roadmaps and policies for the development and implementation of agreed systems to meet the needs of those delivering the Mayor's Transport Strategy
- Responsible for the delivery of agreed projects within financial, time and quality control and resource management constraints.
- Accountable for the review, development, implementation, service management and operational maintenance of a suite of people movement and impact mitigation systems and strategies with specific emphasis on congestion management and delivery of the Mayor's Transport Strategy.
- Develop and specify requirements related to the development of Network Management related hardware and systems.
- Lead the implementation of all Network Management operational systems support to ensure that agreed systems operate in a reliable and optimal manner to meet the needs of those delivering the Mayor's Transport Strategy.
- Lead the design, implementation and delivery of developments to expand, upgrade and validate operational suitability of agreed Network Management systems, necessary for delivery of the Mayor's Transport Strategy.
- Provide expert operational and strategic network management advice to Network Management senior managers and other internal stakeholders.
- Manage, monitor and report on finances running through the Operational Control team and projects being delivered

Knowledge, Skills & Experience

Knowledge
- Degree or equivalent in a relevant discipline and / or chartered and / or significant work experience.
- A through knowledge and understanding of relevant legislation, the political context and public sector environment of operating in the field of people movement and impact mitigation for an urban road network including a background of innovation and development in this field.
- Expert operational understanding of people movement strategies and/or impact mitigation for a urban road network.
- Awareness of the New Roads and Street Works Act 1991, Traffic Management Act 2004, the Network Management Duty and other relevant legislation.
- Awareness of project delivery methodology including Agile delivery

Experience
- Experience of project delivery in the industry, including Agile development and delivery in a public sector financial environment
- Experience working within a team to supply financial planning capability, working with project cost plans, and monitoring and reporting on budgets
- Partnering experience with senior stakeholders.
- Operational experience of people movement and impact mitigation for an urban road network.
- Experience of delivery of cost-effective and reliable solutions
- Experience of developing communication strategies
