**Senior Planner - Inside IR35**
**Contract Term: 6 Months**

**Location: Hybrid working (2 days pw in London office and 3 days WFH)**
The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.
**Role purpose**:
The area of Legal Aid is currently undergoing an extensive transformation in terms of policy aims, contractual relationships with service providers (the legal profession), and front-line operation interfaces allowing access to legal aid. This far-reaching transformation will see a number of projects implemented across legal aid policy and legal aid procurement over the next 2-3 years. These activities have close interdependencies both among themselves and with other initiatives in the wider environment of the Ministry of Justice (MoJ) and the Legal Aid Agency (LAA).
The senior planner will work across the MoJ Legal Aid Policy and LAA Procurement (Service Development and Commissioning) areas to develop, refine and improve the respective project / programme plans and identify key interfaces and dependencies between them. The planner will also work to identify critical dependencies and interfaces with will the wider LAA Transformation Portfolio which sits further downstream towards operational delivery of legal aid.
The role will be reporting to the Deputy Directors for Legal Aid Policy and Service Development & Commissioning, with line management responsibilities co-owned by the two teams.
**The main duties and responsibilities of the Senior Planner would be to**:
- Lead on all aspects of project planning, including the development, updating and monitoring of plans and schedules. Develop breakdown structures, quality criteria, product descriptions and monitoring strategy. Identify tasks, activities, interdependencies and outputs.
- Challenge and test assumptions to ensure that plans are realistic and achievable. Provide clarity on key milestones to define what, when and how activities will be organised to ensure the outcomes can be achieved.
- Provide visible and effective leadership to deliver the planned outcomes and/or benefits. Support the project manager to identify options to optimise delivery.
- Champion the use of best practice project planning standards, processes, tools and templates; lead their introduction using industry standard best practice as a benchmark.
- Identify future capacity and capability needs. Support capability building and ensure knowledge transfer to project managers and members of the wider team.
- Analyse performance data, to identify areas for improvement and collaboration and select appropriate methods and tools to resolve them. Report progress, slippage and highlight areas of risk and opportunity.
- Build and maintain external networks to access technical and professional best practice.
**The outputs for this role will be**:
- To produce, own and maintain an overarching high level plan for legal aid delivery, capturing activities and milestones across key partners, including policy, procurement, and transformation.
- To review, quality assure and improve existing plans, and synthesise them into detailed programme plans for legal aid policy and legal aid procurement.
- To capture project and programme plans in the most appropriate template, including MS Project, where this is not already the case; to improve existing representations and templates where appropriate.
- To develop a list of key dependencies / interfaces for each project and a list of critical dependencies for the delivery of transformation across legal aid.
- To capture key risks/issues for delivery in a timely manner, escalating as appropriate.
- To develop new / improve existing reporting templates and to provide updates both regularly via existing governance channels and ad hoc as needed.
- To build effective working relationships with key contacts across all disciplines.
- To transfer knowledge about planning to the wider programme team, ensuring best practice is embedded in the team’s ways of working.
**You’ll have**:
- Extensive experience as a project planner (5-10 years as a minimum)
- Experience of working in complex corporate environments
- The ability to work collaboratively
- Previous strategic experience
- Strong quality assurance skills
- Excellent knowledge of MS Project
