**Job description**:
We are seeking to fill the key role of head of roadworthiness policy within Road Freight Regulation. This critical post will drive forward significant reform of the MOT test which is a key priority area. The job will involve taking forward a consultation and potential legislation on the frequency of the test. You will also be asked to overhaul and think creatively in the longer term about how we should be doing MOTs given the fact cars are changing and increasingly technologically sophisticated and new vehicle technology such as hydrogen and battery powered vehicles present new challenges. As the environmental issues are also critical, it is important that any vehicle testing regime in future is future proofed to detect polluting vehicles and reflects wider priorities on emissions reform, as well as picking up on work being done at the UN level to reduce pollution and building relations with international counterparts. We want someone to work with industry, trade bodies, road safety organisations, Defra and teams from across DfT to future-proof vehicle testing and develop an MOT test fit for the 21st century.

This role will also involve leading policy on heavy vehicle testing, to make sure HGVs are tested properly given their key role in the supply chain, working with DVSA and others as well as taking forward work arising from the Retained EU Law Bill.

**_ Responsibilities include, but are not limited to: _**
- Leading consultation on MOT reform and drafting and preparing secondary legislation.
- Leading a wider review of MOT testing to develop longer term policy proposals for reform of the test, taking on board new technologies, the need to reduce vehicle emissions and other factors.
- Representing the UK in international meetings on vehicle testing and inspection including at the UN and within Europe in conjunction with DVSA.
- Managing policy on heavy vehicle testing to identify ways in which this can be more effective and meet industry needs.
- Responding to Retained EU Law Bill to identify opportunities and next step for amending retained EU law on roadworthiness
- Leading a high performing team (1 SEO and 1 HEO)

You will have experience working with internal and external stakeholders and can effectively manage relationships, confidently handling any challenges you might face. You will have the ability to manage conflicting priorities and deadlines whilst delivering high quality outcomes.

**Additional information**

There will be occasional UK and overseas travel required with this role.

A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.
