**About the role**:
This is an exciting opportunity to support the delivery of the 2022-2025 NCA Commercial Strategy, which is fundamental to the achievement of departmental and wider government priorities. Commercial is a major corporate function in Government and getting the right commercial capability is at the heart of Civil Service Reform.

The department is currently undertaking a period of rapid development, including the adoption of Government Commercial Function standards and is focused on finding ways to continuously improve our function.

The Commercial Department work directly to the NCA’s Chief Financial Officer and Director of Corporate Business Services to deliver high quality and professional procurement and contract management.

The Head of Programmes role is an opportunity to work directly to the DD Commercial Programmes, and to lead the Commercial Programmes Team to deliver professional Commercial advice and strategic support for the Agency’s Change Programmes.

**The main duties and responsibilities of the Head of Commercial Programmes would be**:

- Managing a team of up to 6 Commercial Business Partners (G2) who support multiple Agency Change Programmes.
- Reporting into the DD Commercial Programmes, providing updates on Programmes data and MI, risks and pipeline matters.
- Building strong relationships with the Strategic Planning and Transformation Directorates as key stakeholders of the Programmes Team outputs.
- Representing Programmes Team and Commercial Function at various Senior Leadership events and forums.
- Being an active and trusted member of the Commercial Senior Leadership team and providing sound Commercial advice and oversight to members of the team; additionally, providing effective and timely updates to DD Commercial.
- Leading the delivery of long term strategic commercial activity and managing the associated risks.
- Overseeing Commercial Business Partner delivery to ensure that the needs of the programmes are understood, lifecycle management of large, complex contracts across all relevant categories is achieved, and support is delivered to the business with the commercial management of key suppliers.
- Overseeing and making appropriate commercial decisions for the Commercial Departments’ most complex cases, mitigating risks, and increasing business value.
- Managing and reporting on benefits realisation for Programmes Team, including savings initiatives, innovation opportunities and encouraging supportive supplier behaviours.
- Providing expert advice on commercial risk management and overall responsibility for Programmes Team risks. Ensuring that the team deliver mitigation plans/strategies to manage identified risks at a programme and corporate level.
- Leading Programmes Team to effectively carry out commercial assurance of requirements, taking stakeholders through all required governance, including compliance with the Cabinet Office Spend Controls and NCA Commercial Assurance Board.
- Mentoring and coaching team members on policies, procedures, practices and techniques equipping them with the knowledge and skills required to deliver their work and develop their careers successfully.
- Building a Commercial network of shared expertise, engaging and collaborating with other government departments and statutory bodies, to achieve continuous improvements and collaborative commercial outcomes.
