**The role and our team**
Working closely alongside the Science, Engineering, Technology teams and Centre for Product Testing and Research (CePTeR) in the Science and Engineering Division, the Science Capabilities Team ensures that OPSS has access to scientific evidence and advice for the development of policy, and the delivery and enforcement of product safety regulations.
The Science Capabilities team is responsible for the Office’s Strategic Research Programme, its Strategic Testing Programme and its Research Collaboration Network, ensuring ongoing professional development of OPSS specialists, and ways of delivering research and engaging with experts in academia and industry, to drive forward improvements in consumer product safety through changes in policy and delivering regulation.
This role will lead the development, coordination and maintenance of structures and capabilities that support the development of a robust, fit for purpose and value for money research base for OPSS, and which ensures that our research is robust, transparent and impactful.
The scope of the OPSS evidence base is wide-ranging from direct harms with existing consumer products; to understanding those in emerging technologies; understanding and using innovation to be a better regulator; understand consumer and business behaviour; chemicals in consumer products, construction products, and more.
The post holder will have responsibility for the management of the Strategic Research Programme, being responsible for research governance which enables impact; and, communicating evidence needs across OPSS, DBT, other Government Departments, and the scientific community to inform our approach, align evidence work and identify opportunities for collaboration.
Key to this are the abilities to see the bigger picture and understand and communicate how the research within OPSS support the delivery of the broad range of activities OPSS has responsibility for; to network and work collaboratively across a large number of internal and external teams; to communicate scientific evidence to a non-technical audience; to identify gaps in the evidence base and opportunities for how these can best be filled; and, continue to enhance the quality of our evidence.
The work is wide-ranging, from advising on how research is undertaken to support the critical assessment of issues with current legislation and policy, setting out new governance to ensure that our research and evidence has impact, to looking ahead to how new developments in other fields might impact future consumer product safety legislation and policy.
