**Job summary**:
**_ This full-time post will provide critical scientific and data-management advice to individual system managers to ensure the highest standards in Health Equity and Inclusion surveillance and related research. The postholder will work closely with other principal scientists working in the department and will provide scientific leadership for the surveillance and evaluation of specific control activities in the populations served by the division. With support from relevant consultant leads the postholder will be expected to identify and develop the means to answer key questions in the evaluation of public health programmes and to provide clear evidence-based advice. He/she will be expected to lead major epidemiological research programmes and to collaborate with external stakeholders to seek research funding where necessary._**

**_ The postholder will have a strong expertise in managing and reporting on large and complex surveillance systems and routine health data sources and in-depth knowledge of data governance. She/he will ideally have prior experience in use of “phenotyping algorithms” and data linkage approaches to allow identification of population groups and outcomes of interest within existing datasets. He/she will ideally already have a good understanding of health equity and inclusion health._**

**Location**

The UK Health Security Agency (UKHSA) offers hybrid working - this means that whilst the role will be based in one of our offices, there will be opportunities for an element of working from home. UKHSA have office locations across the UK.

This role can be based at one of our UKHSA offices/locations (Leeds, Manchester, Totnes, London, Horsham, Cardiff, Bristol, Nottingham, Harlow, Liverpool, Fareham, Gloucester, Newcastle and Birmingham) with opportunities for an element of working from home.
The balance between home and workplace working is to be agreed with the line manager, determined primarily by business needs and in line with departmental policy.

**Job description**:
**As the Surveillance Lead your main responsibilities will include**:
The job holder will be required to carry out the following responsibilities, activities and duties:

- Develop and utilise information and intelligence systems across disciplines and organisations, and lead collation and interpretation of relevant data to develop the most appropriate analyses from a range of sources;
- Have responsibility for the development and productivity of information systems in the HEIH Division, and spanning departments and organisations when necessary, relating to work-areas;
- Undertake specialist and complex analyses of quantitative datasets which will require selection of the best option from a range of possible solutions;
- Analyse and evaluate quantitative data and research evidence from a range of sources to make recommendations and inform decision making which may have long term impacts;
- Receive, interpret, provide and advise on highly complex epidemiological and statistical information about the health of populations to the NHS, Department of Health and Social Care and others, and challenge or respond to differing opinions
- Provide expert public health advice and leadership to support and inform an evidence-based approach within ethical frameworks, across sectors including local authorities, voluntary organisations, etc, in potentially contentious and hostile environments where barriers to acceptance may exist;
- Influence external agencies in their public health policy decisions by working with complex professional, managerial and population groups and other organisations in the statutory, non-statutory and private sectors;
- Communicate effectively and diplomatically with a wide audience, in sometimes highly challenging circumstances, where good levels of persuasive, motivational, negotiating and/or training skills are required;
- Act in an expert advisory capacity on public health knowledge, standards and practice, to national advisory committees and similar expert panels;
- Write and/or contribute to national and local policy setting reports on the health of the population;
