**About the role and what we’re looking for**
The Councils are seeking a Property Professional to lead a team to deliver forward planning and delivery of larger construction and major maintenance projects.
The Property Assets team provide Property and Facilities services across both Councils for the public and for internal customer departments, using a Corporate Landlord model approach. The types of buildings and the customers being served include:
- Arts centres - Cornerstone in Didcot and Beacon in Wantage.
- Council offices, providing staff accommodation and public reception service.
- Community centres - three centres directly managed.
- Leisure - includes leisure facilities and outdoor swimming pools.
- Housing - hostels, houses, mobile home parks
- Public toilets
- Other land and facilities, including church yards, carpark and park area structures
- Working closely with technical services team - responsible for car parks, flood alleviation, sewage pumps and engineering services.
- Working closely with Development and Property Strategy teams
The Property Projects lead officer is a key role for the team, to deliver larger maintenance and project works, and undertake inspections and forward maintenance planning. The Councils have recently secured funding for decarbonisation projects across the portfolio and so Energy efficiency projects will be an exciting part of the delivery requirement.
**Main duties and responsibilities**
- To lead and develop a team to provide project and maintenance delivery
- to manage and deliver large maintenance and project works
- Develop framework agreements for consultant and contractor services
- Produce specifications and scopes of work, as required for works
- Engage and manage consultants for larger and complex project delivery requirements
- Review and approval of Risk Assessment and Method statements. Managing and Issuing of Permits to Work. Reviewing and managing Construction Design and Management responsibilities
- to develop and monitor annual repair and maintenance work programmes for the facilities
- review, prioritise and implement projects in conjunction with the councils’ carbon management team
- establish and develop a detailed asset register for all buildings and plant
- maintaining accurate budget monitoring on all projects implemented
- identify appropriate funding streams for required works from external funding grants
- to assist management team, cabinet, scrutiny and overview committees, joint-use committees, and project teams as necessary
**Your essential skills, knowledge and experience**
- Team leadership and management experience
- Experience of managing building and refurbishment projects
- Experience of project financial management and monitoring
- Effective IT, written and verbal communication skills
- Experience in undertaking surveys and identifying works required to maintain buildings in good order
- Acquired skills in scoping, specifying and tendering works.
- Knowledge of contract procurement process
- Knowledge of CDM and construction health & safety requirements
**Your essential qualifications**
- A degree related to property, building or construction
- Minimum 5 year experience in a property project delivery related role
- Membership of a relevant professional organisation such as RICS CIOB ICE (working toward professional membership will be considered)
**If you have the following experience or qualifications - it’s a bonus**
- Experience of developing and implementing strategies and annual action plans
- Experience of establishing and working with asset registers
- Experience of working on Carbon and Energy efficiency projects.
- Knowledge and understanding of working in a local government context
