You will also set the strategic direction for technical aspects of relevant services, working with suppliers and other IT colleagues to ensure a robust overall provision is in place, initiating and facilitating such projects as required to support technicalaspects of the services long term needs. This role will manage numerous Application Managers within the Applications Team, across each key council service area.

**The role**
- Contribute to the overall management of the Applications Team through participation in management meetings, leading on team initiatives and seconding for the Head of Applications as required. Undertake matrix management responsibilities for professionalstaff and manage third party personnel and consultants as required.
- Responsible for planning, managing and coordinating and reporting on activities to implement projects from proposal to initiation to delivery including the transition into business as usual
- Draw up programme plans requiring the co-ordination of projects within the programme portfolio and of the different service areas that may have significant impact on areas of the Council’s operation and other services, while gaining the support of all participants,through persuasion and negotiation
- To lead and develop project teams responsible for managing regeneration programmes, including consultants and other experts engaged and assigned to deliver project objectives
- Ensure that projects are delivered to scope, within budget and to agreed timeframes, prioritising the work that needs to be done against the capacity and capability
- Work with project and programme managers in other departments to ensure the effective planning and delivery of projects, establishing a mechanism to confirm overall benefits of programmes with measurable outputs that are linked to strategic outcomes.
- Line management of programme resources, including project managers and business analysts
- Responsible for resource allocation and management, including training and mentoring of project members
- Facilitate technology and digital programme delivery through a culture of continuous improvement ensuring the highest standards of customer service
- Support the Technology and Digital Services Leadership team in managing demand from the business
- Supporting the delivery of the technology and digital services pipeline, working with other areas to review the supplier roadmap and its alignment with the demand pipeline.

**Key Skills/experience required**
- Significant experience in commissioning, managing and delivering a large portfolio of IT and digital projects and programmes work
- Setting and mandating governance frameworks
- Experienced in line managing a large team of technical experts, ensuring team development, clear goals and high quality outputs. Experienced in controlling a team budget
- Stakeholder analysis and customer relations with the ability to interact with people at all levels, in an effective manner
- Dealing with multiple concurrent issues and react appropriately to the resolution of conflicts between technical and business priorities and objectives
- Significant experience in commissioning, managing and delivering a large portfolio of IT and digital projects and programmes work
- Able to engage clearly and confidently with all internal and external stakeholders, in a variety of communication formats
- Able to influence and negotiate effectively and able to deal with conflict calmly and professionally
- Demonstrates creativity and innovation in solution finding, and achieving initiatives
- Able to work on own initiatives confidently
- Able to deliver training to a range of audiences
- Relevant Project and Programme Management Qualification
