**Biodiversity Net Gain Policy**

Biodiversity Net Gain (BNG), a flagship Government policy, is an approach to development and land management that aims to leave the natural environment in a measurably better state than before. It encourages the protection of existing natural habitats and ensures that any lost or degraded environmental features are compensated by restoration or by creating features of greater environmental value.

The Environment Act will make BNG mandatory in the English planning system. It will require planning applicants to deliver 10% BNG as measured by the biodiversity metric, on their own development site and or at an offsite location, in order to receive planning permission from the Local Planning Authority (LPA).

**Job description**

This is an exciting opportunity to be involved in one of the most significant change projects in Natural England. You will be helping deliver a government flagship policy on BNG and directly contributing to Local Nature Recovery Strategies and the Nature Recovery Network. These are key ambitions of the 25 Year Environment Plan.

You will play a significant part in the delivery of the Programme’s Monitoring and Evaluation (M&E) agenda by working in a supportive team of M&E specialists and an external M&E contractor. The team is in the early stages of a multi-year project, which seeks to evaluate the BNG policy and the workstreams that underpin it (Metric, Credits and Digital Services). You will represent Digital Services, but work alongside leads in Policy, Metric and Credits to deliver the project. This role will move from programme delivery into National Operations mid 2023.

As an enthusiastic, self-motivated team player with excellent lateral thinking and a proactive outlook, you’ll need to use initiative and motivation to help set the direction and successfully deliver the programme’s M&E Plan.

**Key tasks/principal accountabilities.**
- Lead on the monitoring and evaluation of the Digital Services strand of the BNG evaluation project.
- Shape methods of evaluation, and evaluation outputs as required throughout project development.
- Ensuring the BNG Digital Service will deliver M&E needs
- Lead on the contract management for the M&E contractor, including invoice payments and contract amendments
- Contribute to the policy evaluation of BNG and ensuring data collected from digital services serves meets wider evaluation requirements
- Support project management by liaising with M&E specialists and appointed Contractor on the policy evaluation of Biodiversity Net Gain.
- Assist contractors with the collection and analysis of data around BNG’s Digital Service to ensure NE understands the process and impact of delivering the BNG Digital Service.
