this role will be to deliver the ambitious Boroughwide Connectivity Programme for the Council, we are looking to onboard an experienced and qualified Digital Infrastructure Project Manager (PM) to lead overall delivery of the Project. The Project Manageris charged with meeting project aims and objectives as set out in the project business case, overseeing risk and governance, maintaining communication and engagement across all sectors, and achieving project outcomes, including community benefits. You willbe working with colleagues from cross the authority, the Greater London Authority, LB Bexley and a supplier awarded to deliver the infrastructure via the Local London SIP framework. Specific activities will involve:

- To act as an interface between commercial partner and internal Waltham Forest departments (Highways, Planning, Economic Growth, Digital & ICT, CCTV etc)
- To monitor deployment of network and services against agreed milestones
- To liaise with Local London and London Borough of Bexley on financial control and funding claims
- To organise acceptance testing
- To ensure Governance is in place and controls are followed
- To report to the Boroughwide Connectivity Board
- To support development and refinement of borough digital infrastructure plans and internal working arrangements to streamline, co-ordinate and support delivery by providers.
- Facilitate or deliver any stakeholder workshops on digital connectivity and infrastructure, if required
- Proactively identify wider opportunities where Local London partnership collaboration could add value in the digital landscape, develop and secure agreement, and where necessary resources, to pursue these.
- Relationship management with providers to understand and shape projects and identify and address barriers to delivery
- Liaison and facilitation of provider engagement with stakeholders, including forward planning their work programmes and co-ordination of contractors, necessary permissions and works The major gap in infrastructure provision in the Borough is the relativeavailability of Gigabit capable full fibre services to premises and the absence of commercially available open access passive infrastructure (notably dark fibre). The project seeks to address these factors which are constraining the deployment of 5G and inhibitinginnovative and cost-effective service provision by ISPs.

Shaping the Borough and project objectives is the Waltham Forest Local Plan, covering the period 2020 - 2035. The plan defines the needs of the Borough over the next 15 years, including 'the delivery of new high quality, genuinely affordable homes, new jobsand employment space, thriving cultural neighbourhoods and town centres, infrastructure, preserving the environment and addressing climate change.'
