**Job description**:
The Future Contracts team is responsible for the design, development and implementation of all new contracts for rail passenger services, including the forthcoming replacements for expiring National Rail Contracts (NRCs). Our team is responsible for developing the contract, and working with colleagues from the Department’s Procurement Excellence Team to ensure that the contract award process is robust.

These contracts are being considered as part of ongoing transformation within the rail sector and being designed to be flexible and responsive to a fast-changing environment. Importantly, the commercial model must incentivise operators to work collaboratively with cross industry partners to deliver outcomes in the interests of all rail passengers.

As one of three Commercial Design Leads in our team, you will manage significant stakeholder engagement for the various strands of contract development work. In this complex and dense stakeholder environment, good stakeholder management skills and experience of commercial model design will be critical.

In this role you will collaborate with various specialist teams across the Department, as well as with Great British Railways Transition Team and industry partners to develop the commercial model. You will need to ensure that the overall commercial proposition is attractive to both Government and the market.

**Your key tasks while leading stakeholder interaction with a portfolio of analytical, policy and commercial work, will include**:

- Developing a full template contract product, including all relevant incentive and specification approaches.
- Interacting and engaging with a variety of Departmental and other governmental partners, and with the Great British Railways Transition Team.
- Developing the approach to risk and contract change.
- Considering the role of revenue, demand risk and incentives in driving appropriate Operator behaviour, and leading the design of these incentive mechanisms where appropriate.
- Working with the Head of Service Quality Policy to design the future service quality and customer satisfaction incentive regimes.
- Working on the evolution of the scorecard approach in a new contractual context.
- Ensuring proposed incentive regimes are robust and delivered within a legally, commercial and politically sensitive environment.
- Ensuring that future operators are incentivised to innovate and collaborate with industry parties and consider the scope for shared incentives to deliver improvements in overall industry performance.
- Working with the Finance Policy team to develop the approach to capital at risk provided by operator’s owning groups, and to financial evaluation of bids, including financial robustness.
- Providing advice to senior leaders and Ministers.
- Line management responsibilities for one colleague.

**About you**

You will have excellent stakeholder management and interpersonal skills to build constructive relationships with internal teams and industry partners. You will be an engaging leader, articulate and confident to challenge and influence to gain consensus to drive policy development.

You will demonstrate the ability to communicate complex technical information and issues clearly to a diverse audience.

You will have highly developed analytical skills and an understanding of how to use data to inform robust decision-making.

You will display excellent policy development skills, and have experience of working with various policy teams, including finance and operational teams.

**Additional Information**

You will have the option to be either based in London attracting the London pay scale, or in Leeds or Birmingham attracting the national pay scale. Occasional travel may be required.
