Interim Lead for Property

Interim lead for Property Drive strategic and operational improvements in corporate estates, corporate asset management and compliance Develop and deliver the Council’s strategic and operational approach to managing its corporate assets.
Produce an overall work programme which sets out targets for each individual team underpinned by robust performance management. Review the current operating model and redesign so it meets the Council’s future operating model Provide comprehensive advice, guidance and support to the Leader, Cabinet, Members, Chief Executive and Executive Directors in translating the Council’s strategic objectives related to capital investment in property and building related activities into coherent initiatives that will deliver their intended outcomes for the Council Lead the Council’s strategic asset management function, ensuring the property portfolio is aligned to the needs of the Council and communities, in terms of service delivery and financial drivers (e.g. capital receipts, income generation, long term sustainability).
Accountable for the Council’s Asset Register, ensuring the information is complete, accurate and compliant with legal and audit requirements. Responsible for significant revenue & capital budgets and resources, ensuring that they are allocated effectively for the delivery of intended outcomes in a manner which demonstrates value for money and compliance with the Council’s policies and guidelines.
Ensure the Council achieves high performance and value for money from its asset management related contracts. Be the professional lead for all corporate property related staff and associated budgets. Specific deliverables
To set out the Council’s Corporate Estates Strategy for 2023-2033
To review the current corporate Estates programme and ensure that a clear plan for each asset is identified which reduces operating costs and identifies those corporate estates which are to be retained and the associated on-going costs and those assets to be disposed with clear timelines and project plan.
To review the current organisational structures within the corporate landlord services to reshape them for current and future demand
To set out a clear programme of work with underlying performance targets that can be reported through the Deputy Chief Executive’s management team and onto the Leader and Deputy Leader
To put in place an improvement plan which sets out the key tasks and individual objectives/development plans for each member of staff to align with a high performing team - To oversee the corporate estates compliance programme in conjunction with housing colleagues
