**Role purpose**

To lead the delivery of the strategic and operational aspects of the Council’s financial and statutory accounting, treasury functions, taxation services and framework of financial controls. This includes responsibility to ensure the Council’s compliance with statutory, regulatory and best practice requirements, and protecting the financial reputation of the Council.

Proactively lead the Statutory Reporting & Treasury Team to deliver best value to the Council and support the achievement of the Council’s plans and objectives.

**MAIN DUTIES**

1- Lead and manage the timely and accurate delivery of all of the Council’s financial accounting obligations and ensure that these secure the appropriate stewardship and integrity, and comply with statutory, regulatory and best practice frameworks. Including, where applicable, those issued by CIPFA, the Scottish Government, OSCR and other relevant bodies.

2- Lead and manage the development, implementation, co-ordination and operation of the processes and procedures which will ensure that the Council’s (including it’s associated Group organisations) statutory Financial Statements:

- provide a “true and fair” view of the Council’s financial activities;
- comply with all relevant statutory and regulatory requirements;
- are completed within the required internal and external deadlines;
- are supported by full and up-to-date working papers, reconciliations and other supporting records; and
- are made available for public inspection in compliance with the relevant regulations.

3- Working with the relevant teams, ensure the incorporation of their outputs in relation to the Common Good and (Charitable) Trust Funds Annual Financial Statements and Reports into the Council’s overarching Statutory Accounting Reporting for Group Accounts purposes, public inspection and external audit process. As new operating models are implemented in the Council, such as arm’s length external organisations (ALEOs) and limited liability partnerships (LLPs), these will also need to be addressed as appropriate within the Team’s accounting arrangements.

4- Lead the delivery of the Council’s obligations under the External Audit Plan in relation to the audit of the Financial Accounts and the overarching system of financial controls. Ensure that all audit queries are dealt with promptly in order to facilitate the completion of the audit in accordance with agreed timescales and standards. Establish and maintain effective working relationships with the External Auditors.

5- As the custodian of the balance sheet and general ledger structures, ensure that these support the Council’s financial and management accounting activities and are “fit for purpose”, meeting current and future management and statutory reporting requirements. Ensure that the appropriate controls are in place for the management of these structures.

6- Lead the development, implementation and maintenance of a monthly balance sheet monitoring and reporting process to increase focus on the proactive management of the balance sheet by the Council’s Senior Management. Lead the development, implementation and operation of a consistent and risk
- based quality assurance framework supported by appropriate processes and procedures which will ensure that the Council’s reconciliation processes are undertaken in a timely and effective manner to secure the integrity of the balance sheet.

7- Lead the delivery of the taxation accounting services to ensure that the Council’s taxation liabilities (such as Value Added Tax (VAT), Income Tax, Landfill Tax) are minimised, accurately accounted for and reconciled, and timeously reported to HMRC. Establish and maintain the appropriate working relationships with external taxation advisors and HMRC.

9- Establish and maintain relationships with Finance Business Partners and the rest of Finance, ensuring effective communication, to secure the delivery of the financial and taxation reporting and reconciliation obligations within the required quality standards and timescales.
