**Key responsibilities**:
- Oversee the Regional Pre-Construction function including bid no bid, bid management, estimating, project development (from feasibility to detailed design including survey and SI), tender adjudication and tender handover.
- Ensure the scope, programme and budget for each development/pre-con project are delivered in line with business and client requirements.
- Build mutually beneficial relationships with the Regional SMT, Pre-Construction Director and other internal/external support to ensure appropriate resources are committed to the Pre-Construction phase.
- Ensure that the Pre-Construction function facilitates the achievement of the current years Business Plan and supports the 5 year Strategic Plan. Build reciprocal client relationships that support this.
- Develop plans to identify and deliver future capability and capacity requirements for the Region.
- Lead the development operational delivery strategies for all projects defining the detailed methodologies, resourcing requirements and supply chain strategies (with the input of the delivery teams).
- Lead the development the project commercial strategies in line with the Business Plan. Considering targeted GM, Profit Bridge, Programme Management, Risk management etc.
- Develop and adapt the Regional Pre-Construction function to meet the developing needs of the business.
