A Local Authority are recruiting for a Training Officer to deliver a service and ensure that the services are delivered within the Council’s framework of quality standards, performance targets, budgetary control and legislative requirements.

The purpose of the role is to support the Team Leader, Assistant Director and Group Manager, as part of the service team, in delivering the corporate vision, values and strategic priorities of the Council.

Act as advisor to the Assistant Director and Group Manager and senior management on the allocated service.

Work in collaboration with other services, and senior management to ensure that services are joined up appropriately and are aligned to the achievement of the Council’s aims and objectives.

To provide support to the Organisational Development & Training Department and provide support to managers on a wide range of OD & Training issues.

To make a positive contribution to the running of Organisational Development & Training to ensure customers receive a quality service.

Reasonable adjustment will be made to working arrangements to accommodate a person with a disability who otherwise would be prevented from undertaking the work.

**Specific Responsibilities**:
- To support specialist Organisational Development advice to the Council. To support the development, implementation and review of corporate Organisational Development & Training policies, procedures and risk assessments ensuring that the Council acts inaccordance with current requirements and good practices.
- To be the focal point of contact for the Organisational Development and Training Department.
- To support the evaluation process for all corporate training courses ensuring that feedback is used to improve the OD service as appropriate.
- To support the OD financial processes and reporting including the raising of all associated documentation and reports (Purchase Orders, Invoices, Customer data, suppliers, etc.).
- To organise and ensure effective administrative support for all external and internal training providers delivering corporate courses.
- To liaise with external training centre providers to ensure best possible facilities at the most economic cost to the council providing value for money.
- To develop partnership working in all areas of training and development activity.
- Be responsible for supporting the Council towards a positive High Performance culture
- To work with the Team Leader (Organisational Development & Training), to support the Council to fulfil its Workforce Strategy obligations as required.
- The post holder may participate in a multifunctional team dealing with a full range of Organisational Development & Training duties, but will deal with Food Safety and Health and Safety OD issues, as and when deemed necessary by the Team Leader (OrganisationalDevelopment & Training).
- To ensure the best use of available information technology is made in the delivery of the service.
**Key Requirements**:

- Competent on Microsoft Office Applications (Word, Excel, PowerPoint & Publisher)
- Ability to organise and prioritise workload supporting constantly changing circumstances
- Excellent communication skills (verbal and written)
- Ability to work well in a team and in a matrix management system across all council service groups
- Knowledge of e-learning instructional design using Learning Pool Authoring Tool
