Working within the Finance Team and closely with the HR Service, this role will lead a small Payroll Team. You will be joining a team who are committed to delivering an excellent and efficient service, ensuring all employees are paid correctly and on time.

**Job Purpose**:
Lead on the operational management of the payroll function, including any external payrolls provided under a service level agreement.
To work closely with other services such as the HR Team and managers to deliver a customer focused service.

**Duties and Responsibilities**:

- To lead on the operational provision of a comprehensive payroll service including advice and guidance in relation to tax, national insurance, pensions etc.
- To line manage Payroll Officers
- To perform all duties relating to the payment of salaries and allowances including, statutory and occupational pay schemes, allowances and related deductions and maintain all necessary records.
- To ensure that payroll deadlines are achieved and the appropriate checking procedures are carried out to ensure the quality and accuracy of the payroll and that all entries are accounted for.
- Oversee the accurate calculation and timely processing of financial information, maintaining controls in accordance with legislation and procedures, ensuring information is stored accurately, appropriately, confidentially, minimising fraud and overpayments.
- Prepare reports and statistical returns to drive forward effective compliance management, ensuring they are appropriate for internal and external audiences.
- To ensure the completion of government and statistical returns relating to payroll information.
- To assist with the production of management reports and budgetary control information relating to employee costs and statutory deductions as required.
- To act as Systems Administrator in conjunction with the Payroll and HR Team and support with the development and maintenance of the HR and Payroll system and ensure that it is fit for purpose and that all date is accurate, timely and stored in accordancewith appropriate legislation and procedures.
- To develop and implement fit for purpose Payroll procedures, processes and management information systems.
- To ensure accountancy, financial control and financial information requirements are met relevant to the Payroll service.
- Contribute to the development of a customer focussed approach to service delivery.
- Respond to pay related queries from employees, managers, Members and other parties.
- Deal with queries from outside bodies
- Prepare as requested reports, management information and/or estimates as required.
- Lead and support with Payroll projects as required.

My client are seeking a proactive and customer focused team player who enjoys working with numbers and successfully resolving problems. Excellent communication and sound judgement skills are essential to the role.
You will have experience in payroll or finance and up to date knowledge of payroll legislation and regulations. The role requires building effective working relationships and working to tight deadlines in a busy and fast paced environment.
