**Job summary**:
You will take a leadership role in the Rough Sleeping Delivery team, a supportive and busy team that oversees the planning and delivery of rough sleeping programmes, maintaining local insight and supporting frontline homeless charities to deliver services to those most in need. The work is fast paced and involves working with our expert Rough Sleeping Adviser Team, ministers, local authorities and the voluntary sector.

**You will build and manage a team to**:

- Drive forward a range of grants that supports the capacity and capability of the homeless voluntary & community sector. You will ensure the grants are delivering effectively as possible and are responsive to the needs of those who are rough sleeping.
- Lead strategic policy development to understand how we can best support the voluntary, community and faith sectors to tack homelessness and end rough sleeping. You will also understand the sectors operational experience to ensure it informs government policy.
- Lead on the delivery of the Night Shelter Transformation Fund that is working to support night shelter and community providers across England.
- Work with partners to understand the health and capability of the homeless sector workforce.
- Build a range of networks across the voluntary and community sector to understand innovation, best practice and delivery challenges on the ground.
- Line manage a small but dedicated team to push forward a complex and high profile delivery programme.

The role provides a challenging and exciting mix of delivery and policy leadership - giving you the opportunity to engage in one of the Departments most challenging policy areas, alongside experiencing of the operational realities of working with some of the UKs most vulnerable people.

You will build fantastic relationships with across the Homeless & Rough Sleeping(HRS) Directorate, our expert Rough Sleeping Adviser Team, local authorities and the voluntary sector.

**Job description**:

- Be an ambitious and engaged leader of a small but dedicated team.
- Lead the governance, oversight and project management of our grant programmes, ensuring we are on track to deliver and understand our impact.
- Develop options and ideas for improving the effectiveness of our grants, and identifying opportunities for them to support government’s ambition to end rough sleeping.
- Lead a programme of engagement with LAs and stakeholders across the sector to understand best practice, and gather information on their response to rough sleeping.
- Respond to briefings, prepare submissions and lead on a range of written communications about our response to end rough sleeping.
- Build an expert understanding of rough sleeping - so you can provide policy and strategic advice and help us plan for the future.
- Work to support the wider Rough Sleeping Delivery Team and the Homeless & Rough Sleeping Directorate to contribute to a delivery of a broader range of homelessness and rough sleeping programmes.

**Person specification**:

- Contract or grant management skills, or with transferable skills from experience of monitoring delivery and setting targets and managing budgets.
- Programme and/or project management skills - with an understanding of overseeing multiple project lines within a formal governance structure.
- Strong analytical skills and the ability to use data, evidence, and stakeholders’ views to outline options for policy development, and present clear conclusions
- Strong communications skills, with the ability to relate with complex issues with confidence to experts and non-experts alike.
- Strong written skills and the ability to draft quickly and accurately under pressure - understanding the need to tailor writing to suit the audience and write persuasively
- Ability to form effective partnerships with people both internally and externally
- Ability to deliver at pace and delivering with autonomy to tight timescales, and ability to assess your own workload and that of others to ensure priorities are met.
- Genuine passion for the policy area, seeking out opportunities to develop your knowledge of the team’s business area.

Desirable
- Practical experience in a relevant policy area, such as homelessness, housing, offender management or social care.
- Ability to understand the needs of the voluntary sector, local government, service commissioning and respond to feedback to improve service delivery
