**Background**

Common Purpose is launching two Nature Recovery Leadership Programmes for the North of England and Scotland. The Programmes are for emerging leaders who are working in nature recovery.

The ambition of this Programme is to gather a diverse group of emerging leaders working in nature recovery and give them the leadership skills, connections, and inspiration that will enable them to progress in their organisations, in the wider sector, and beyond - to become key players in the regeneration of our natural heritage.

**Aims**
- Equip emerging leaders in the sector to become the next generation of senior leaders in the field.
- Increase the number of leaders from under-represented communities who are developed to take on senior roles in the sector.
- Build a cohort of leaders who are connected and can provide a sense of solidarity through sharing ideas/strategies and supporting one another’s efforts.

**Terms of reference**

It is expected that the evaluation will assess the impact of the Programmes on the participants and the extent to which they have met the stated project objectives.

The work will take place between Feb/March 2024 and December 2024.

**Methodology**

It is expected that primarily qualitative evaluation methods will be used. The results of leadership development programmes are often complex and subtle and so a purely quantitative method would not yield an accurate, rich or useful sense of the impact of the project - nor what adjustments may need to be made to reach the desired objectives for future Programmes.

Also, quantitative (and some qualitative) data will be gathered by Common Purpose as part of its assessment and monitoring system. All of these data will be made freely available to the evaluator, and the evaluator will have the opportunity to input to the questions included in the quantitative surveys.

It is envisaged that both one-to-one interviews and group interview sessions will be used to allow for both more deeply probing questioning and a more complete picture. This also allows participants to fully consider their responses to the questions posed.

The number of one-to-one interviews is currently planned to be 10 for each Programme plus two focus groups per Programme one online and one in person. The evaluator will attend the 3-day in-person gathering for each Programme and the alumni in-person gathering. We are happy to discuss the number of interviews/group sessions with the evaluator during the selection process.

It is also envisaged that the evaluator will conduct 5 interviews for each Programme with stakeholders such as nominating organisations, supporters of the project to understand more about the context in which the Programmes are being run and the leadership challenges experienced by those organisations.

Your response to this is invited. The work will take place online and in the North of England and Scotland.

Participants to be interviewed will be identified by the Common Purpose team in conjunction with the evaluator. Your aim should be to gather views from a sufficient range of people to cover the objectives (e.g., women, people from under-represented communities, people from different types/size of organisation etc).

We would also like you to compare the impact of each Programme and whether there are distinct differences/similarities in the Scottish and English pilots that could inform future Programmes. It is our ambition to run a UK wide Programme and so this information would be of enormous benefit in considering how this might be done.

**Analysis and reporting**
- Your analysis should:

- draw out key themes, highlighting points of convergence and divergence between the participants, paying attention to anything that stands out between the experience of people in Scotland and the North of England.
- address the capacities and challenges referred to in the objectives.
- provide, where appropriate, brief case stories to illustrate key points.
- An interim report is required after the main part of the Programme is completed in July 2024 and a final report in December 2024 following the alumni gatherings and ongoing peer coaching sessions. The reports should be:

- concise and readable by all kinds of stakeholder.
