**Role Overview**: As an Enforcement Officer at Aktons Client, you will play a crucial role in coordinating and providing expert advice related to the enforcement of planning control. Reporting to the Enforcement Team Leader, you will be responsible for investigating complaints, monitoring development, and ensuring compliance with planning regulations across various locations within the city.

**Key Responsibilities**:

- Coordinate and enforce statutory powers related to planning control, investigating complaints and liaising with regulatory bodies.
- Investigate complaints, record facts, and prepare reports on alleged breaches of planning control.
- Provide advice and guidance to Development Management as required.
- Advise complainants and individuals responsible for breaches on necessary actions for unauthorized development.
- Collect evidence, prepare statements, and present the Council's case in prosecutions.
- Provide expert advice on planning control, breach assessment, remedial action, and non-compliance with legal notices.
- Monitor sites to ensure development complies with planning permissions and conditions.
- Establish priorities and service standards for enforcement in collaboration with the Enforcement Team Leader.
- Provide advice on planning legislation to council services, the public, councillors, and other stakeholders.
- Prepare documentation and plans for formal actions when necessary.
- Serve notices and summonses, ensuring compliance with legal requirements and regulations.
- Handle appeals against planning decisions, preparing the Council's case for Public Inquiries and hearings.
- Review new legislation and contribute to the preparation and review of Development Control policy and Supplementary Guidance.
- Ensure a balanced and cost-effective discharge of the Service's functions through effective resource allocation.
- Contribute to sustainable development in all duties undertaken.
- Participate in training and development activities, maintaining disciplinary standards and improving personal skills.
- Undertake other duties as assigned in the interest of service improvement.

**Person Specification**:
**Qualifications and Training**:

- A degree/diploma or equivalent relevant experience in Town Planning or current attendance in a course leading to a degree/diploma in Town Planning.
- Evidence of allied skills (e.g., urban design, DC policy work, local planning, collection and preparation of evidence to be used in Court).

**Experience**: 3. A background in Town & Country Planning or work in an area requiring the interpretation and implementation of legislation.
- Considerable knowledge of the planning process and/or experience of enforcement of planning control.
- Significant experience of dealing directly in person with members of the public.
- Experience of writing/preparing appeal statements.
- Experience of obtaining, preparing, and giving evidence in criminal court proceedings.
- Working knowledge of PACE, RIPA, CPI Acts, and Human Rights legislation.
- Use of evaluation and monitoring systems.

**Skills/Abilities**: 10. Ability to manage projects.

- Excellent communication skills both verbal and written.
- Good ICT skills.
- Ability to develop solutions to improve productivity.
- Ability to work effectively as part of a team and in solo situations when on site.
- Ability to work with the minimum of supervision, be self-motivated and organized, set own objectives and monitor results and performance.
- A mature and tactful personality able to deal firmly but fairly with offenders, particularly in difficult situations.
