**Activities and Responsibilities of the Post**

Principle Purpose of the role

Applications are invited for the above post working within the Performance and Scrutiny Directorate at the Office of the Police and Crime Commissioner for Norfolk (OPCCN). The post will involve working closely with the Head of Estates for Norfolk and Suffolk Constabularies.

The Police and Crime Commissioner (PCC) is elected by the people of Norfolk to be the voice of the people and hold the police to account. They are responsible for the totality of policing. PCCs aim to cut crime and deliver an effective and efficient police service within their police area.

The purpose of the Strategic Planning Officer role is to be responsible for being the OPCCN key point of contact for delivering expert planning advice in relation to the growth or change in the County of Norfolk and to promote and monitor OPCCN interests in the statutory planning system.

To ensure planning policy affecting the County of Norfolk protects the interests of OPCCN and reduces crime and disorder. To ensure the impact of both population and building growth and the related impact on policing and police infrastructure is funded through the planning system, by agreeing and managing S106 / CIL or other external income generating opportunities.

Main Activities of the Role

Planning Policy Promotion:

- Monitor and reply to national and local planning policy, including County Plans, Local District Development Frameworks (LDF’s), Neighbourhood Plans and strategic projects covered by Development Consent Orders (DCO’s) to protect the interests of OPCCN and to reduce crime and disorder.

Obtaining Developer Contributions:

- Responsible for independently delivering and managing developer contributions including Community Infrastructure Levy (CIL) arising from development in Norfolk and in relation to the OPCCN interests, providing an effective and efficient function for the levying collection, monitoring and spending of CIL.
- Responsible for developing relationships with the local Planning Authorities (County, x7 District’s & Broads Authority) to understand and document the counties development potential and to work with these partners to generate additional funds for police infrastructure, to support the new developments, through the S106, CIL and other DCO procedures
- Responsible for monitoring elements of the developer contribution process in relation to OPCCN interests, particularly the payment, distribution and timely spending of the contributions to ensure efficient and effective collection, spending and monitoring of any developer contributions.
- Providing regular management and monitoring reports for the OPCCN on spend and the delivery of infrastructure in relation to OPCCN interests.
- To represent the OPCCN at general planning meetings, Planning Enquiries by HM Planning Inspectors, Local Authority Planning Committees, Planning Appeals or Judicial Hearing.

Managing relationships with partners:

- Engage with partners and stakeholders to influence planning policy and development, including One Public Estate partners such as Fire & Rescue, NHS, local Councils and other public and private partners.
- Collaborate and develop relationships with other forces and organisations involved in planning work to raise the profile of the Police nationally. (EG. via National Police Chiefs Council - NPCC, The Association of Police and Crime Commissioners (APCC) and National Police Estates Group (NPEG).

Assisting Norfolk Constabulary - Including Horizons and Estates & Facilities Departments:

- Support the Head of Estates as required in relation to other town planning work inputs (e.g., promoting existing OPCCN property interests through master planning and other planning policy activity), enabling work linked to delivery of the OPCCN estates plan.
- Assist the Head of Estates with the review and development of OPCCN future estate plans providing professional advice and support to facilitate appropriate developments of the estate’s assets.

Person Specification

It is essential that applicants meet the following criteria:

- Extensive Town and Country Planning experience, either within a consultancy or local authority environment.
- Proven experience of negotiating with planning officers, consultants and legal representatives.
- Degree/level 6 qualification in Town and Country Planning, or a similar discipline giving exemption from the Royal Town Planning Institute or RICS qualifications.
- Member of the Royal Town Planning Institute (MRTPI) or Planning and Development sector pathway of the RICS (MRICS).
- Comprehensive knowledge of planning law and associated legislation.
