This is a newly created role within the Trust's Corporate Operations function and will support performance management across all hospital sites.

The Head of Performance will provide and ensure there is a robust performance management framework in place to enable the achievement of NHS Operational Planning and Improvement Plan targets.

The post holder will lead on the Trust's response to annual activity planning and oversee the preparation of the Trust's activity and performance operational planning template for submission.
- To lead on the development and implementation of a strong performance management framework to ensure the achievement of NHS Operational Planning targets and Trust improvement priorities.
- To lead the planning and preparation of the Trust's activity and performance operational planning submission; liaising with HLTs, BI, HR and Finance to ensure alignment.

Liverpool University Hospitals NHS Foundation Trust was created on 1 October 2019 following the merger of two adult acute Trusts, Aintree University Hospital NHS Foundation Trust and the Royal Liverpool and Broadgreen University Hospitals NHS Trust.

The merger provides an opportunity to reconfigure services in a way that provides the best healthcare services to the city and improves the quality of care and health outcomes that patients experience.

The Trust runs Aintree University Hospital, Broadgreen Hospital, Liverpool University Dental Hospital and the Royal Liverpool University Hospital.

It serves a core population of around 630,000 people across Merseyside as well as providing a range of highly specialist services to a catchment area of more than two million people in the North West region and beyond.

- Work effectively with Site Based Directors of Operations and Specialty Heads of Operations to shape and inform the Trust's performance management arrangements.
- Ensure there is a robust performance management framework in place to enable the achievement of NHS Operational Planning and Improvement Plan targets; including automated IPR for Trust, Sites and Divisions.
- Lead the Trust response to annual activity planning and oversee the preparation of the Trust's activity and performance operational planning template for submission.
- Work on trust-wide initiatives and projects on behalf of the Trust with accountability to Associate Director of Performance making judgements and recommendations for future action.
- To teach, train, coach diverse professional groups in the use of performance management tools and operational improvement techniques to identify evidence based hypotheses to change; with a particular focus on the Trust improvement priorities.- To plan, develop and evaluate methods & processes for gathering, analysing, interpreting and presenting performance data & information.
- To provide timely and relevant monitoring reports to the Board, clinicians and operational managers on performance against NHS Operational Planning targets along with recommendations for remedial action.
- To support the Trusts internal performance management review arrangements with the Executive Directors, Site based HLTs and Divisional Teams
- Where necessary to formulate and implement remedial actions plans to ensure the achievement of NHS Operational Planning targets, in conjunction with the relevant senior managers.
- To lead ad hoc analysis of performance management issues and develop action plans for service improvement.
- To take the lead role in liaising with CCG’s, NHSI/E, Institute for Innovation & Improvement, and Department of Health on all NHS Plan performance management requirements, service improvement, and redesign.
- To be self directing in the resolution of performance and financial problems facing the trust by making decisions about redesign solutions.
- To implement redesign solutions influencing and managing change across a diverse and wide range of clinical and non-clinical professions
- Work on trust-wide initiatives and projects on behalf of the Trust with direct accountability to Associate Director of Performance making complex judgements and recommendations for future action.
- To develop and agree with senior clinicians modern protocols, procedures, operational policies, and workforce for the development of any business cases relating to capacity expansion or productivity improvement.
- Support senior leaders to determine evidenced-based hypotheses for change through the development of appropriate opportunity / productivity dashboards, quantification of improvement opportunity and tracking of impact.
- Statistically audit the success of improvement and redesign, providing evidence that can then be publicised, which will include presentations to senior corporate and clinical meetings such as the Hospital Leadership Teams, Executive Team and the Trust Board.
