RSR are currently recruiting on behalf of our policing client based in Leek Wotton, Warwickshire for a Digital Services Commercial Lead to be responsible for leading in IT Commercial management across Digital Services to enable efficient delivery of DigitalStrategy and departmental goals.

This is a full time, fixed term contract for 2 years and offers a salary of £57,310.

**Main Duties**:

- Responsible for the development, implementation and ongoing maintenance of Digital Services Vendor Management practice and processes, ensuring rules are adhered to, vendor and partner governance is in place and effective contract and services performancereviews undertaken.
- Lead on cost & budget management, enabling evolution and maturity through continuous improvement to ensure the ethos of good commercial practice becomes part of Digital Services culture.
- Working in partnership with colleagues in the Finance and Contracts and Procurement teams to develop, implement and maintain the appropriate strategy and frameworks for Digital Services financial management and future strategic vendor portfolio.
- Ensure execution and delivery of defined strategy through supporting both short and longer term delivery plans.
- Responsible for budget planning, forecasting and reporting across Digital Services providing leadership on all commercial matters.
- Responsible for ensuring accurate and timely budget management for project accounting. Supporting Project Managers on financial performance, resulting in effective deployment of budget resources.
- Ensure appropriate software licence management practices are deployed and manage licences inventory (true-ups) and renewals.
- Help implement a robust benefits management process for Change programmes and to capture, monitor and manage both Qualitive and Quantitative benefits.
- Undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

**Essential Requirements**:

- Breadth of knowledge across the ICT environment with experience gained in working in or with standard ICT functions: i.e. Architecture, Security, Infrastructure, Service Delivery, Development, Portfolio, Governance (PRINCE2, ITIL, TOGAF etc.).
- Qualified or part qualified accountant or equivalent qualification with demonstrable experience and proven track record of commercial, service and financial management roles within in Digital Services Environments.
- Hands on financial and resource management and monitoring reporting experience, able to establish new processes and reporting in partnership with other enabling functions.
- Strong vendor management experience gained in similar size organisations and on large, high value (£m) / high risk.
- Experience with managed service contracts, managing supplies against SLA’s and joining supplier’s service reviews.
- IT supply chain/vendor management experience in managing a wide portfolio of third party contracts.
- Experience leading a commercial negotiating team.
- Experience coordinating budget setting and reforecasting.
- Experience implementing good practice in supply chain management, procurement and purchasing.
- Experience working with a Managed Service Provider in the delivery of digital services through the supply of third party contracts.
