**Job summary**:
HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations.

FIS ensures that HMRC has an effective approach to tackling the most serious tax evasion and fraud. FIS is home to a wide range of people with a variety of skills and professional backgrounds - including accountants, cyber-crime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.

The Economic Crime (EC) deputy directorate forms an integral part of the HMRC Serious Fraud Strategy. Working closely across the department and the wider Law Enforcement community, using specialist expertise and modern technology we put illicit finance at the centre of operations. Our teams tackle the financial aspects of cases that will ultimately deter, disrupt and remove assets from tax fraudsters.

**Job description**:
Our Economic Crime Direct Tax Specialists are expected to pro-actively develop professional working relationships with colleagues assisting in case referrals, and use their knowledge of Direct Tax to influence decisions and recovery based strategies.

The customer base of Economic Crime can at times be challenging, requiring the Investigator to remain firm and resolute whilst demonstrating an agile approach to delivery against business objectives.

You will take the lead in proactively managing and leading complex civil investigations in all recovery areas by working closely with civil recovery professionals, insolvency professionals, forensic accountants and wider FIS and Economic Crime teams to identify and develop strategic methods of recovery.

You will also provide support and technical guidance to colleagues working on Economic Crime projects, working closely with other partners and financial institutions driving performance and continuous improvement throughout. You will deliver presentations to internal and external stakeholders, to promote liaison and Economic Crime objectives.

As a leader in FIS, you will support the directorate in developing its culture by acting as a role model: being committed and positive and by challenging inappropriate behaviour and encouraging colleagues to do the same.

As an Economic Crime Direct Tax Specialist you will;
- Have experience of working across various tax heads and a detailed working knowledge of key legal and tax legislation pertaining to these areas.
- Demonstrate innovative approaches to investigation work.
- Have the ability to ensure decisions are made at the right level to progress delivery, taking account of risks and implications.
- Possess excellent analytical skills to fully analyse complex evidence collated on both individuals and businesses, on which to base informed decisions regarding recovery opportunities.
- Have the ability to develop working relationships with colleagues across other HMRC teams, as frauds tackled by FIS can span across multiple tax regimes and law enforcement agencies.
- Ability to defend these decisions with robust verbal and written evidence.
- Have the ability to communicate, negotiate, persuade and lead.

**Person specification**:
**Essential Criteria**:

- Working knowledge of undertaking Direct Tax investigations across HMRC Direct tax regimes.
- ITS 1, direct tax BDDP (or predecessor AIC, ITC, FT1) or equivalent Tax Professional qualification.
- Proficient negotiator with evidence of ability to use tax knowledge, sound judgement and experience to facilitate contract settlements.

**Desirable Criteria**:

- Evidence of self-development and building capability in others.
- Experience of external collaboration across Law Enforcement.
- Knowledge of Illicit Finances, HMRC’s strategic direction of Criminal Finances and HMRC’s response to related risks.
- Good knowledge of tax regimes administered by HMRC and civil recovery options to maximise asset recovery.
